Description
Kōtaro Inagi is a government official in Active Raid who serves as a secretary to a member of the National Diet. He is closely connected to the Special Public Security Fifth Division Third Mobile Assault Eighth Unit, commonly called Unit 8, and is one of its few genuine advocates within the police hierarchy. His background includes a mentorship under a senior politician whose mysterious death compels Inagi to pursue a career in governance with the goal of rooting out corruption. As a teenager, he encountered a delinquent youth named Takeru Kuroki, whom he personally mentored in martial arts and discipline, setting Kuroki on the path to becoming a police officer and later a key member of Unit 8. This early intervention establishes Inagi as a formative influence on one of the unit's central figures.
Inagi's personality is calm, strategic, and calculating. He projects an affable and cooperative demeanor, often acting as a friendly conversational partner for Unit 8's commander Rin Yamabuki and showing leniency toward the unit's unorthodox methods. Beneath this surface, however, he possesses a ruthless ambition and a carefully concealed disdain for the existing political order. His motivations are complex: he initially appears to be a principled reformer determined to expose government malfeasance, but as the story unfolds, his true drive shifts toward personal power and amusement. He becomes willing to cause mass destruction to achieve his ends, revealing a deep-seated cynicism and a belief that order is meaningless.
In the story, Inagi occupies a dual role. During the first season, he is portrayed as a supportive ally within the bureaucracy, providing Unit 8 with political cover and insider information. In the second season, after being elected Governor of Tokyo, he emerges as a primary antagonist. He fakes his own death to evade accountability and orchestrates a plot to hijack a satellite loaded with explosives, intending to crash it into Tokyo solely for his own entertainment. This act underscores his transformation from a seemingly benevolent figure into a villain driven by nihilistic pleasure.
Key relationships include his friendship with Rin Yamabuki, who trusts him until his betrayal is exposed. His bond with Takeru Kuroki is particularly significant: Inagi is both Kuroki's benefactor and the architect of his moral awakening, making their eventual confrontation deeply personal. Inagi also collaborates with the criminal hacker Bird (also known as Hachijō) from the Logos organization, leveraging their skills to advance his schemes.
His development traces a descent from a reform-minded political insider to a megalomaniac who revels in chaos. Initially a hidden hand guiding events from behind the scenes, he gradually sheds his pretense of earnestness and openly challenges the institutions he once served. Notable abilities include exceptional political maneuvering, strategic insight, and a talent for deception. He is not a combatant himself but uses his authority, influence, and technical knowledge to manipulate systems and people. His eventual defeat comes when his past crimes are exposed by the hacker Mythos, leading to his arrest, though he later attempts a final catastrophic act before being stopped by Unit 8 and allied forces.
