Sanetoshi Watase functions as the narrative's primary antagonist. He defines himself as a "ghost" or "curse" (noroi), a state stemming from his soul being split during a confrontation with Momoka Oginome sixteen years before the main events. This fragmentation occurred when Momoka attempted to stop a terrorist attack he orchestrated using explosive devices disguised as black panda mechas on a subway line. Her counter-spell shattered both their souls, binding Sanetoshi's essence to the Black Rabbits and trapping him as a paranormal entity fueled by unresolved grievances.

His background identifies him as a former high-ranking member of the extremist group Penguin Force (later known as Kiga Group), collaborating with Kenzan and Chiemi Takakura. The subway attack deliberately parallels the real-world 1995 Tokyo sarin gas incident, with Sanetoshi mirroring the role of a terrorist doctor. After his metaphysical "death," he manifests in two key roles: an enigmatic librarian at the Central Library's "Hole in the Sky" branch within Himari Takakura's dreams, revealing her past through symbolic books and bestowing the transformative penguin hat upon her; and later, as a doctor appearing after Himari's second death, offering life-extending medication for exorbitant payments.

Sanetoshi exhibits a manipulative and sadistic personality, exploiting others' vulnerabilities to advance his objectives. He engineers Kanba Takakura's descent into the Kiga Group by leveraging Kanba's devotion to Himari, initially providing medicine that temporarily revives her but gradually loses potency. This manipulation includes coercing Kanba into aiding terrorist operations, destroying Momoka's diary, and ultimately appointing him as the Kiga Group's leader. While not fully explicit, his motivations involve a desire to disrupt or reset a world he perceives as corrupted by selfishness and mediocrity.
