Description
Isami Toma is an eighteen-year-old A-Rank agent who serves as the sniper for the Fuyushima Unit, holding the distinguished position of the number one-ranked sniper in the Border organization. He is a tall individual, standing at 183 centimeters, with black hair that is typically slicked back into a small, neat pompadour.

Toma possesses a personality that blends an arrogant, playful, and seemingly carefree attitude with a genuine and friendly nature. He tends to downplay those he considers weak, openly mocking the tactics and philosophies of other snipers, such as the number two-ranked Toru Narasaka, whom he famously chided for a mindset that Toma believes ensures he will never be the best. Despite his arrogance, he is quick to acknowledge and respect powerful opponents, and he is known to be kind and approachable. He enjoys setting personal goals and even creating deliberate difficulties for himself during combat, treating challenges with a sense of playfulness.

His primary motivation stems from a deep-seated pride in his craft as a sniper. This pride dictates his fundamental rule to never fire a shot he knows will miss, a principle that sets him apart from others and fuels his pursuit of perfect accuracy. This philosophy is not just about winning but about upholding a personal standard of excellence in his marksmanship.

In the story, Toma initially acts as a minor antagonist during the Black Trigger Retrieval arc, opposing the protagonist's squad. However, his role later transitions into that of a supporting character. He becomes a key ally during the Large-Scale Invasion arc, where he joins the defense against Neighbor invaders, demonstrating his formidable skills in live combat. He also serves as a helpful mentor to younger, less experienced agents, taking them under his wing to improve their sniping abilities.

Key relationships include his bond with his captain, Fuyushima, whose Trapper position and abilities are essential to Toma's fighting style. He develops a friendship with Chika Amatori, a rookie sniper, and helps her to improve her skills. Similarly, he befriends the young agent Izuho Natsume after a chance encounter involving a cat, effectively becoming her mentor and providing her with sniping tips. He has a good-natured but slightly competitive relationship with fellow sniper Yuzuru Ema, who dislikes when Toma claims to be his mentor. Toma also has a distinct relationship with Narasaka; while he often pokes fun at the number two sniper for his different philosophy, the two share a mutual respect for each other's skills.

Throughout his appearances, Toma shows little dramatic development in his core personality but demonstrates a reliable and consistent level of expertise. He is a seasoned combatant whose playful demeanor belies a sharp strategic mind, able to quickly analyze battlefield tactics and make accurate predictions about enemy movements.

As the number one sniper, Toma's notable abilities are extraordinary. He is not only the top-ranked sniper but is also the fourth-ranked overall solo fighter in Border, an achievement that speaks to a very high level of all-around skill. His offensive trigger of choice is the Egret sniper rifle, and he is considered a master of this specific weapon, having scored more points with it than any other agent. His shooting accuracy is legendary, demonstrated by feats such as sniping an opponent named Tokieda in the head while both were falling, and during a practice, hitting Chika with a headshot from 645 meters away as she was jumping out of a window. He also displayed incredible precision by firing through the minuscule, moving gaps in an enemy's protective bullet screen to land a hit. His skill is rated at the highest level, complemented by a powerful range statistic and a high overall attack parameter. He is also proficient in stealth, using the Bagworm trigger to conceal his position from radar, and is known to come out of joint sniper practices completely unscathed while eliminating all his targets.
