Admiral Perry is the ruler of the Gogol Empire, a vast galactic civilization engaged in a war with the rival Jaicro Empire for control of the universe. He serves as a distant but powerful antagonist, ordering his subordinate Dr. Gel to capture the alien hunter Dandy, whom Perry believes holds the key to the universe’s future. This pursuit is later tied to Pyonium, an energy source that Dandy possesses, which Perry intends to use for a superweapon. Perry has a striking appearance, often seen as a floating, flaming skull with miniature planets orbiting around it, adorned with a crown-like structure and a long purple collar with white and red accents on his shoulders. However, this imposing form is eventually revealed to be an illusion, and his true appearance is that of an ordinary-looking older man with grey hair, dressed in a dark suit. In personality, Perry is serious, humorless, and prone to anger, especially when his plans are thwarted or equipment is destroyed, as he is described by Dr. Gel as a cheap person who must cover the costs. He typically commands from afar, but on one occasion, after being ignored by Dr. Gel, he placed another officer named Bean in charge of an invasion. Perry is ultimately defeated in the final battle, ending the Gogol Empire’s threat.
