Hidenori Goto is a police officer whose grounded, practical nature serves as a vital counterbalance to the more fantastical elements of his world. As a regular beat cop working out of a small local police station, Goto is initially portrayed as a man of routine, often seen dealing with the mundane tasks of his job and even ignoring minor infractions if it means ensuring a greater sense of public order. This pragmatic approach is put to the test when he unexpectedly encounters Masayoshi Hazama, a male model and aspiring superhero, sitting naked in an alley after a failed crime-fighting attempt. Rather than dismissing Hazama as simply a fool, Goto shows him kindness, escorting him home and inadvertently becoming entangled in his quest for justice.

Throughout the series, Goto undergoes significant development, primarily through the shattering of his carefully maintained emotional walls. He is generally depicted as the most stable and competent character, but the revelation of his girlfriend’s fate causes him to break down. In a moment of extreme rage, after a villain deletes the unsent messages on his phone, he forgets his social status as a police officer and attempts to kill the antagonist. Regarding his abilities, Hidenori Goto does not possess any superpowers. He proves to be a capable fighter, notably blocking an attack from the villain known as King Torture and making significant contributions during raids on enemy hideouts.
