Description
Dolmeck is the primary antagonist for the first half of the New Cutey Honey original video animation series. He is a tall, powerfully built man who serves as the self-proclaimed "Lord of Darkness" ruling over the fictional Cosplay City with an iron fist. His presence is so menacing that he is feared even by the other criminals who operate within the city's underworld. His imposing figure is adorned in distinctive grey, bat-themed armor, which includes forearm guards shaped like wings and shoulder pads resembling pointed ears. A blue cape with a red interior hangs from his shoulders, and he wears a grey mask that conceals most of his face, leaving only his eyes visible, with blue hair completing his formidable appearance.

Dolmeck's personality is defined by his ruthless ambition and a sociopathic indifference to the suffering of others. He is bent on spreading fear and terror throughout Cosplay City and will stop at nothing to maintain a continuous wave of crime, whether by directly threatening Mayor Light or by destroying portions of the city. He demonstrates a clear arrogance and a cynical worldview, believing that all humans possess evil souls. This lack of empathy extends even to his closest associates; he shows no sorrow or concern when his partner, Deathstar, is killed by the series' heroine, Cutey Honey. His motivations are primarily driven by a deal he has made for greater power, serving a hidden master rather than ruling for his own sake.

Within the story, Dolmeck acts as the primary obstacle to Mayor Light's efforts to restore peace to Cosplay City. He is rarely seen alone and is usually accompanied by his two key allies: Black Maiden, a mysterious young girl who pilots a powerful humanoid robot, and Peeping Spider, a technologically augmented spy. His role in the narrative is intrinsically linked to the true villain, Panther Zora. It is revealed that Black Maiden is actually the reborn form of Zora, and Dolmeck is working to restore her to her full power. He serves as a figurehead and a container for the evil souls of all the monsters Honey has slain, planning to use these souls to resurrect Zora. To this end, he creates and distributes a psycho serum that turns ordinary criminals into monsters, deliberately creating more victims whose souls he can later absorb.

Dolmeck's key relationship is with Panther Zora, who he serves in hopes of gaining immense power in return. He is also connected to his underlings, Black Maiden and Peeping Spider, whom he commands to carry out his plans, including the kidnapping of the young boy Chokkei Hayami to lure Honey into a trap. His development throughout the series sees him transition from a background threat to a direct combatant. In the climax of his story arc, he finally confronts Cutey Honey in a battle aboard his personal airship. He fights fiercely, managing to wound Honey, but is ultimately pierced by her sword, the Silver Fleurette. This act was part of his design; his defeat releases the massive collection of evil souls he had been containing, which are then absorbed by Panther Zora, completing her resurrection. Following this, his body is destroyed when the airship crashes, and he is not seen again. In terms of abilities, Dolmeck's primary power is his capacity to absorb and contain souls, a function that serves as the cornerstone of his master's revival plan. Beyond this supernatural ability, he is a capable fighter with a powerful physical presence that naturally instills fear in others, and he wields a sword effectively enough to challenge Cutey Honey in direct combat.
