Description
Isao Ota is a core member of the Special Vehicles Section 2, Division 2, serving as the primary pilot of the AV-98 Ingram unit 2. Before his assignment to this elite unit, he served in the Police Mobile Unit but became frustrated with its slow response times to the rising tide of labor-related crimes, prompting him to request a transfer to the newly formed SV2. Born in Kamaishi, Iwate Prefecture in 1972, he is a formally trained police officer who deeply values discipline and hierarchy, embodying a straightforward and justice-driven mindset.

Ota's most defining characteristic is his extremely brash, gung-ho, and trigger-happy personality. He is notoriously loud, obnoxious, and prone to charging into situations without thinking, often causing significant collateral damage and earning his unit the reputation of being "money-eating bugs" for the repair costs they rack up. Despite this reckless exterior, he is fundamentally a good cop and a stand-up guy who is honest and hardworking, with a strong sense of responsibility and a dedication to his job that often borders on his only hobby. In the events of Patlabor 2: The Movie, set three years later, Ota's role shifts as he is no longer a field pilot with the SV2 but has become an instructor at the police academy.
