Description
Isao Oota is a core member of the Special Vehicle Section 2, specifically serving as the pilot of the AV-98 Ingram Unit 2. Born in Kamaishi, Iwate Prefecture in 1972, he was a member of the Police Mobile Unit before requesting a transfer to the then-short-staffed SV2, driven by his frustration with the Mobile Unit's slow response to the rising tide of labor crimes. His approach to police work is defined by an aggressive, gung-ho mentality that often puts him at odds with both his colleagues and the structural integrity of his own machine. Oota is brash, loud, and easily carried away, possessing a personality seemingly better suited for the military than a municipal police force. He has a near-obsessive love for firearms and tends to resort to overwhelming force as a first solution, frequently causing significant collateral damage and earning his unit the derisive nickname of money-eating bugs. Despite his reckless tendencies, he is an honest, just, and hardworking public officer with a strong sense of responsibility who values discipline and hierarchy. He is fundamentally a good cop and a stand-up guy, though his excessive focus on a situation combined with his easily excitable nature often leads him to ignore direct orders.

In the story, Oota acts as the aggressive powerhouse of the SV2, the member most eager to engage in direct combat. His performance in actual combat is notably poor for a sharpshooter, as he tends to hit anything other than his intended target when under pressure. His key relationships are often defined by conflict. He frequently argues and sometimes fights with Asuma Shinohara, who does not tolerate his behavior. His partner, Mikiyasu Shinshi, suffers from gastrointestinal issues attributed to the stress of working with him. His commanding officer, Kiichi Goto, finds him difficult to control, often having to treat him with extreme caution. He notably withdraws his more obnoxious behavior around civilians, superior officers, and female coworkers like Kanuka Clancy and Takeo Kumagami. His character development does not see him losing his aggressive edge, but his position evolves within the unit. In later continuity, specifically during the events of the second film, Oota has been reassigned to serve as a labor instructor at the police academy, indicating that his experience has been channeled into a teaching role. His notable abilities include being one of the best labor pilots from a technical standpoint, possessing incredible marksmanship when not in a live-combat environment, and personally customizing his Ingram Unit 2 to suit his specific preferences. He also owns a collection of model guns, reflecting his singular hobby.
