Description
Bolkazanda III is a minor antagonist in the 1998 film Galaxy Express 999: Eternal Fantasy. He serves as the governor of Earth, a position he assumed following the destruction of the Mechanization Empire. Despite the fall of the mechanical rulers, his governorship is not one of liberation; instead, he is a puppet ruler controlled by a mysterious and unseen master, described by the character Maetel as a tool of the darkness. He answers to a hidden supervisor, indicating that true power lies with other forces. His rule marks a new and terrible era for the planet, as he proves to be a cruel dictator with no mercy for humanity.

Bolkazanda III is characterized by his authoritarian and ruthless personality. He maintains control through fear and oppression, imprisoning anyone who dares to oppose his regime in the frozen, desolate depths of Earth's underprivileged areas. This is the fate that befalls the protagonist, Tetsuro Hoshino, who is captured upon returning to Earth and held in a cell not unlike the impoverished beginnings from which he came. The governor shows a willingness to execute dissenters without hesitation. When Tetsuro attempts to escape, Bolkazanda III is described as being too happy to sentence the young man to death, specifically by molecular decomposition. His motivation is primarily the maintenance of his own power and the enforcement of the will of his unknown masters, showing no interest in the welfare of Earth or its people.

In the story, Bolkazanda III acts as the immediate source of conflict on Earth. His imprisonment of Tetsuro sets the film's plot in motion. His role is to demonstrate that even with the Mechanization Empire vanquished, new forms of tyranny can arise, and the battle for freedom is not over. His most significant action is the attempted execution of Tetsuro, which serves as the catalyst for the dramatic return of the Galaxy Express 999. The train, with the Conductor aboard, bursts into the prison building, destroying it and saving Tetsuro from his sentence. Bolkazanda III's authority proves to be fragile. After failing to prevent Tetsuro's escape, he is immediately punished for his failure. The metanoid assassin Helmazaria eliminates him, revealing that he was ultimately a disposable pawn in a larger, more dangerous game. His key relationship is with these unseen dark forces, whom he serves without question, and with Tetsuro, his primary prisoner and antagonist.

Bolkazanda III does not undergo any personal development or change throughout the film; he is a static figure of oppression whose purpose is to be overthrown. His background beyond his appointment as governor is not explored. In terms of abilities, Bolkazanda III has no superhuman or unique powers. His authority is derived entirely from his political position as governor and the backing of his mysterious masters. He commands the prison guards and the apparatus of the state but is ultimately portrayed as a corrupt and mundane human tyrant, whose reign is abruptly ended by a far more powerful and lethal agent.
