Goemon Ishikawa XIII is the thirteenth generation in a line of renegade samurai and a direct descendant of the historical figure Ishikawa Goemon. He was introduced into the series after its initial creation, as the original creator wanted a character who embodied a more traditional Japanese aesthetic to balance the existing cast. His character draws inspiration from the master swordsman Kyūzō from the classic film Seven Samurai, which informs his stern demeanor and his lightning-fast drawing of the blade.

In terms of personality, Goemon is the picture of stoic reserve and traditional values. He is almost always quiet and contemplative, preferring meditation and the observance of Buddhist and Shinto traditions over idle chatter. His life is governed by a strict and unwavering sense of honor and bushido, the way of the warrior. He takes immense pride in his abilities and feels deep shame and remorse when he fails at a task, such as when his sword is broken or he is tricked. Despite his serious nature, he is not without flaws and moments of humor. He has a notable weakness for women, often trusting them too easily, and can become flustered or flee when placed in immodest situations with a sultry woman. Although typically mellow, he has been known to explode with frustration on rare occasions, usually as a humorous reaction to the antics of his companions.

Within the group, Goemon serves as the team's master swordsman and close-quarters combat expert. He participates in Lupin's exploits less frequently than the other core members, often joining only when a situation aligns with his interests or sense of justice. His role is often that of a powerful, independent agent who can be relied upon in dire situations, even if he finds the typical heist to be beneath his dignity.

The relationships Goemon maintains with the other characters are central to his role in the story. His bond with Lupin began with enmity, as Goemon was initially sent to kill the master thief after a transgression. While he is easily annoyed by Lupin's womanizing and juvenile schemes, he will defend him fiercely and refuses to betray his secrets under duress. Goemon shares a much more amicable and respectful relationship with Daisuke Jigen. He views Jigen as a fellow honorable warrior, and Jigen regards Goemon as a trustworthy partner. The two are frequently paired together and often act as a stabilizing influence on Lupin's wilder impulses. In contrast, his relationship with Fujiko Mine is fraught with distrust, stemming from her history of betrayal, which includes having once been his girlfriend and blowing his cover. Despite this, he will occasionally ally with her when their goals align, though he always remains wary.

His signature weapon is the Zantetsuken, a legendary sword said to be forged from a meteorite, capable of cutting through virtually any physical substance. He has used it to slice through speeding bullets, steel girders, automobiles, helicopters, tanks, and even falling lightning. Despite this incredible power, Goemon prefers not to kill. He uses his peerless speed to disarm and destroy his opponents' weapons and clothing instead. After performing a non-lethal cut, his famous catchphrase is, Once again, I have cut a worthless object. Beyond his swordsmanship, he possesses phenomenal dynamic vision, can catch thrown projectiles with his bare hands, and is a capable driver, pilot, and linguist, though he greatly prefers traditional Japanese modes of living and travel.
