Description
Douglas is a character from the 1990 anime film City Hunter: Million Dollar Conspiracy. He is introduced as a mysterious and dangerous figure from whom the American client, Emily O'Hara, seeks protection, hiring the City Hunter duo of Ryo Saeba and Kaori Makimura for one million dollars.
Beneath the surface of a hired assassin, Douglas possesses a more complex background. He operates as a terrorist-like killer and a skilled assassin, notably employing radio-controlled devices to set bombs. However, this is a cover for his true role as an agent of the Central Intelligence Agency. Acting on the orders of Dick, who is Emily O'Hara's superior within the CIA, Douglas was manipulated into carrying out the murder of a man named Daniel. This paints a picture of a man who is a capable and dangerous operative but is ultimately a cog in a larger intelligence operation, following directives from above.
Douglas's primary motivation appears to be the completion of his assigned mission, acting as the apparent threat to Emily. Yet his drive shifts dramatically upon uncovering the truth of his situation. He discovers that Dick never intended for him to survive his confrontation with the skilled City Hunter, Ryo Saeba. The entire operation was a setup, with Douglas being used as a disposable pawn, and his death was a pre-arranged part of the plan. This revelation ignites a powerful desire for revenge against his handler.
Within the story, Douglas serves as the initial catalyst for the plot, his name being the reason Emily seeks out Ryo's protection. He acts as the primary physical antagonist and a direct adversary for Ryo, leading to a significant confrontation between them. It is during this conflict that Ryo informs Douglas of Dick's betrayal, revealing he was a mere sacrifice. This knowledge transforms his role from a simple pursuer to a vengeful agent seeking to punish his manipulator. His key relationship is with Dick, his CIA handler and the true architect of the conspiracy, who uses Douglas as an asset to be discarded. He is also connected to Emily O'Hara as her would-be killer and to Daniel as his victim.
Douglas experiences a notable development in his character arc. He begins as a seemingly straightforward, menacing assassin carrying out a job. Upon learning he was betrayed and marked for death by his own superior, his allegiance and objective change completely. He turns against his handler, attempting to kill both Dick and Emily with a bomb in a final act of retribution for his exploitation. This development shows a man who, while ruthless, refuses to accept being a simple tool thrown away by his masters.
In terms of abilities, Douglas is a proficient and resourceful operative. His most notable skill is his use of technology for assassination, specifically employing remote-controlled or radio-controlled devices to plant and detonate explosives. As a CIA agent and a killer, he also possesses skills in combat, surveillance, and infiltration, though his physical confrontation with Ryo Saeba shows he meets his match in the expert City Hunter. Ultimately, his skills are not enough to escape the conspiracy he is trapped in, and he is arrested on multiple charges, including the murder of Daniel, violations of explosives control laws, and being a double agent, facing the legal consequences of his actions alongside Dick.
