Description
Kiichi Goto serves as the captain of the Special Vehicles Division 2, Section 2. By the time of the film, three years have passed since the previous incident, and he remains with the unit alongside Shinobu Nagumo, while most of the original members have moved on to other assignments. On the surface, Goto presents the image of a lackadaisical and apathetic middle manager, a heavy smoker who often appears disinterested in the day-to-day operations of his command. This casual demeanor, which includes keeping beer in the office refrigerator and wearing traditional wooden sandals, belies his true nature as an exceptionally sharp and politically astute officer.

Known by the nickname Razor Goto within the police force, his strategic awareness is acute, and he is a master of subtle manipulation, capable of orchestrating events and people to achieve his desired outcome. In Patlabor 2, Goto's primary motivation is to resolve the terrorist conspiracy masterminded by Yukihito Tsuge, a former mentor and lover to Nagumo.
