Rally Cheyenne is the founder and commander of the Attacked Mystification Police Department, the special police unit tasked with defending a near-future Tokyo from the Lucifer Hawks, creatures from another dimension called Nemesis. In Silent Möbius: The Motion Picture, she appears as the composed and authoritative woman who recruits the film's central figure, Katsumi Liqueur, into the unit.
