In the story, his role is that of the primary antagonist, though his villainy is not immediately apparent. He is the one who hires Daisuke Jigen as a personal guard for Princess Mira, hires Fujiko Mine to temporarily take the princess away from the court, and later orchestrates the forcible travel of Ran Mouri to Vespania to continue impersonating Mira. These actions are all part of a larger scheme to control the succession and cover his tracks. His key relationships are functional and based on deception. He interacts with Princess Mira as a trusted advisor, with Conan Edogawa and Ran Mouri as pawns to be used and transported, and with the visiting Lupin and his gang as unwitting components of his plan.

There is little to no character development for Count Keith Dan Stinger; he does not undergo a significant personal change. His true nature is simply exposed over the course of the narrative. While he initially presents as a competent and somewhat sympathetic figure trying to manage a kingdom in crisis, the investigation by Conan and Lupin reveals him to be the calculating villain responsible for the central tragedy of the story. His notable abilities are not physical or combative but rather intellectual and tactical. He is a skilled manipulator and strategist, capable of constructing an elaborate conspiracy and maintaining his guise as a loyal servant for an extended period. He effectively manages logistics to move pieces into place, from organizing international travel to hiring skilled individuals for specific tasks, all while evading immediate suspicion.
