TV Special
Description
Kaori Makimura is one of the two principal characters of City Hunter: The Motion Picture, serving as the partner and assistant to the protagonist, Ryo Saeba. In the film, which is set in modern-day Shinjuku, she works alongside him to handle cases for the City Hunter agency, which is typically hired as a bodyguard or troubleshooter for clients who post the code "XYZ" on a message board at Shinjuku Station.

Kaori is a young woman of average to tall height with short, dark, wavy hair and a practical sense of style, often dressed in casual or functional attire suitable for her demanding work. Her personality is defined by a blend of strength and femininity. She is assertive, tough, and not afraid to confront danger or discipline her partner when his behavior crosses a line. A well-known running gag, which continues in the motion picture, is her use of an impossibly large and heavy mallet to punish Ryo for his lecherous tendencies toward female clients. This comedic violence highlights her role as the moral center and anchor for Ryo, whose skirt-chasing habits often threaten their professionalism. Despite this, Kaori is deeply caring and fiercely loyal, underneath a somewhat tomboyish exterior.

Kaori's primary motivation in the story is to protect her clients and to be a reliable partner to Ryo, with whom she is also in love. While Ryo often deflects her affection, their partnership is the emotional core of the film. She strives to prove her worth not just as a manager who arranges clients and handles day-to-day tasks, but also as an operative who can hold her own in dangerous situations. Her personal goal is to succeed in their work and to remain at Ryo's side, often fueled by a sense of justice and a desire to help those in need, including her childhood friend Shinji Mikuni, the CEO of the Dominatec Corporation.

In the story of City Hunter: The Motion Picture, Kaori and Ryo are hired by a model and medical student named Ai Shindou, who is being targeted by mysterious assailants. Kaori's role is central to the plot, as she not only helps protect Ai but also discovers that the mastermind behind the conspiracy is her own childhood friend, Shinji Mikuni. This personal connection places her in a unique position, as she must reconcile her past with the current threat. She tries to stop Mikuni and persuade him to abandon his destructive plan, demonstrating her courage and commitment to stopping evil even when it comes from someone she cares about.

Kaori's key relationships are clearly defined in the film. Her most important bond is with Ryo Saeba, her partner. Their dynamic is one of bickering, mutual respect, and unspoken deeper feelings. She manages the logistics of their agency and acts as a check on his worst impulses, while he relies on her judgment and support. Another significant relationship is with her adoptive brother, Hideyuki Makimura, who was Ryo's original partner before his death. Although he is not alive in the motion picture, his legacy is the reason she took up this dangerous life. The film also explores her relationship with her childhood friend, Shinji Mikuni, whose turn to villainy she confronts directly. Finally, she has a trusted, if begrudging, rapport with the informant and heavy weapons specialist Umibozu, who has trained her in setting traps and defensive systems.

Throughout the film, Kaori shows some development as she faces a threat from her own past. The challenge of confronting someone she once trusted forces her to solidify her identity as a sweeper, choosing her principles and her partnership with Ryo over her old friendship. She demonstrates not only her trademark courage but also a capacity for emotional confrontation and persuasion, moving beyond simple support to play a direct role in resolving the central conflict.

Kaori possesses several notable abilities. While her marksmanship with a handgun is deliberately compromised she uses a Colt.357 Magnum Lawman MKIII that was secretly adjusted by Ryo to prevent her from ever hitting a target, keeping her hands free of blood she is highly proficient in other areas. Her most famous ability is the use of her giant, super-powered mallet, which she wields with comedic effect and remarkable accuracy to subdue Ryo or other troublemakers. More practically, she is an expert in setting booby traps and defensive systems, a skill she learned from Umibozu. She is also a capable unarmed combatant and is not afraid to use heavy weaponry, such as rocket launchers or grenades, when the situation calls for it. Beyond combat, her principal roles are operational, as she manages client intake, conducts research, handles cooking and household chores at the Saeba mansion, and provides crucial moral support and strategic thinking during missions.
