Description
Eibin Tamono is a character who appears as an antagonist in the motion picture Rurouni Kenshin: The Motion Picture, which is also known as Requiem for the Ishin Patriots. He is a member of the Yokohama police force and holds the rank of Baron as a government military officer. In appearance, Eibin is a young man with dark brown hair that is brushed back, complemented by small strands hanging in the front, thin eyebrows, and large sideburns.

To this end, he secretly diverts and smuggles military weapons to a man named Sadashiro Kajiki to help fuel a rebellion. Eibin does not consider Kajiki an ally but rather a pawn he intends to use to create a situation that will disgrace Yamagata, clearing his own path to power.

Within the story, Eibin serves as the true hidden antagonist, manipulating events from behind the scenes. While the surface conflict involves a group of rebels led by Takimi Shigure, Eibin secretly collaborates with Kajiki to destroy the rebellion from within. His plan is to let the rebellion unfold and then crush it, making Yamagata look responsible for the unrest and claiming the glory of quelling it for himself. When his scheme is threatened by the intervention of Kenshin Himura, Eibin takes matters into his own hands. After Kenshin defeats Shigure in their final duel, Eibin overrides any offer of surrender and orders a firing squad to open fire on everyone present, including Kenshin, his friend Sanosuke, and the wounded rebels. This act results in the death of Takimi Shigure, who uses his body to shield the young woman Toki.

Eibin's key relationships are largely defined by his ambition. He is subordinate to Aritomo Yamagata, whom he seeks to undermine and replace. He has a secret, manipulative relationship with Sadashiro Kajiki, using him as a tool while intending to ultimately silence him. His primary opposition comes from Kenshin Himura, whose intervention forces Eibin to abandon his subtle scheme and resort to a massacre, a decision that leads directly to his downfall.

As for development, Eibin does not undergo a personal change or redemption arc. Instead, his role demonstrates the depth of corruption within the Meiji government, showing that some individuals are willing to sacrifice innocent lives merely for a promotion. His downfall occurs when his final, brutal order to execute the defeated rebels pushes Kenshin—who has sworn never to kill again—into a state of enraged fury. An enraged Kenshin attacks and defeats Eibin before he can even draw his saber, proving no match for the former hitokiri. At the end of the film, Eibin is arrested by the police, taken into custody by the very authority, Aritomo Yamagata, he was trying to frame. In a final note of dramatic irony, Eibin seems to have never realized that the wandering rurouni he fought was the legendary and feared assassin, Hitokiri Battousai.

In terms of notable abilities, Eibin is not depicted as a skilled warrior or swordsman on the level of the series' main characters. He holds a military rank and commands authority over soldiers, using his position and gunpowder—the weapons of the modern age—as his primary tools of power. His power lies in manipulation, his military command, and his willingness to use overwhelming force by ordering firing squads, rather than in any notable personal combat skills. When faced directly with Kenshin's wrath, he is defeated instantly and without difficulty.
