Pupulan, known in Japanese as Pupuran and sometimes written as Poupelin in other materials, is a fairy who appears as a secondary antagonist in the animated film Sailor Moon SuperS: The Movie, commonly known as Black Dream Hole. He is a teenage-looking fairy with green hair cut to neck length and red eyes, and he carries a flute that serves as both his instrument and his source of magical power. His name is shared with a type of French pastry, a detail in keeping with the film's sweet-themed presentation.

He serves Queen Badiane as one of the fairies she recruited to gather children from around the world. He functions as the leader of these fairies and has the most direct contact with the queen among them. Badiane convinced him and the others that they would lead children to a happy dream world, and Pupulan appears to genuinely accept this promise. His personality is enthusiastic and earnest, and he carries out his duties with conviction rather than malice. When questioned about the ethics of his work, he argues that the children are simply being allowed to stay children forever and cannot understand why anyone would consider that wrong. His motivation is therefore rooted in genuine belief in the queen's cause and loyalty to her, even though the children he delivers are actually sealed into Dream Coffins so that their dream energy can fuel a great Black Dream Hole.

In the story, Pupulan is first seen somewhere in Europe, where he plays a song on his flute that hypnotizes children and draws them to follow him aboard a mysterious ship that rises into the sky and carries them away. He and his fellow fairies are responsible for the mass disappearances of children reported around the world. Later, he confronts the Sailor Guardians when they try to rescue the children, fighting alongside his companions and a group of creatures known as the Bonbon Babies. He also uses his flute to place the guardians under an illusion in which they see a gingerbread house, though the spell is broken by Mamoru Chiba. As the heroes infiltrate the fairies' stronghold, he remains loyal to Queen Badiane and joins the final battle at Marzipan Castle. During that confrontation, Sailor Uranus destroys his flute with her Space Sword Blaster, and the loss of the instrument transforms him into a small blue bird that flies away, removing him from the conflict.

His most significant relationship is with Perle, his younger brother, who is also a fairy under Badiane's command. The two differ sharply in temperament: Pupulan is devoted and enthusiastic about their mission, while Perle grows reluctant and doubtful. After forming a friendship with the child Chibiusa, Perle turns against the queen and helps the Sailor Guardians, creating a clear contrast between the brothers and underscoring Pupulan's refusal to question his loyalty. He also works alongside the other henchmen, Banane and Orangeat, and answers directly to Queen Badiane.

Pupulan receives little in the way of personal development. He remains steadfast in his devotion to the queen until his defeat, showing no doubt or change of heart, which stands in contrast to his brother's redemption. His notable abilities include hypnotic flute music that can control children's actions and generate illusions, command over the Bonbon Babies, and an association with an airship used to transport abducted children. His power appears to be tied to his flute, as its destruction causes him to revert to a small, harmless bird and end his role in the story.
