Fujiko Mine, also known under the alias Margot, is a central figure in the Lupin III: Part II anime, functioning as a beautiful and enigmatic professional criminal. Her role is that of an unpredictable wild card; she is neither a permanent member of Lupin's gang nor a consistent adversary, but a free agent who aligns herself with or against the others based on her own interests.

Fujiko has a background shrouded in some mystery, though hints of a past connected to organized crime exist. In one account, she was part of a legendary assassin duo known as the "Golden Couple" with a partner named Killer Poon, working for a syndicate. When an order was given for her execution, her partner could not go through with it, leading to her disappearance and subsequent amnesia regarding the events prior to meeting Lupin. This forgotten past adds a layer of depth to her otherwise self-serving persona.

Personality-wise, Fujiko Mine is the archetypal femme fatale. She is intelligent, daring, and fiercely independent, with her primary motivation being the acquisition of treasure, wealth, and personal freedom. She operates on her own terms and is driven by self-interest more than loyalty to any person or cause. Fujiko is a hedonist who enjoys the finer things in life, such as champagne, fine wine, haute couture fashion, expensive jewelry, and social functions like disco dancing and horseback riding. While she can be frivolous and playful, often pranking Lupin for her own amusement, she is also ruthlessly pragmatic. She uses her considerable attractiveness, charm, and sexuality as tools to manipulate targets and escape dangerous situations. She is willing to form temporary alliances with law enforcement, including her frequent collaborator Inspector Koichi Zenigata, in exchange for her freedom or to gain an advantage in a heist. Despite her duplicitous nature, she is not purely malevolent and has been shown to possess a sense of compassion, once helping a terminally ill woman fulfill her final wish.

Within the story of Part II, Fujiko's role is to serve as both a rival and an occasional partner to Arsène Lupin III. She regularly participates in or competes against the gang's exploits. Her standard modus operandi is to work alongside Lupin and his associates until the objective is within reach, at which point she often betrays them to claim the prize for herself. She may also feign loyalty to the villain of an episode to get close to the treasure. However, these betrayals are rarely malicious in a permanent sense; on occasion, she will risk her own safety to help Lupin, Jigen, or Goemon escape from a deadly situation she may have helped create, almost as a form of atonement. This duality keeps the other characters, and the audience, perpetually uncertain of her true allegiances.

Fujiko's key relationships are defined by this constant suspicion and attraction. Arsène Lupin III is completely infatuated with her. He is aware of her treacherous nature and is surprisingly forgiving of her double-crosses, even confessing that he looks forward to her betrayals. He will go to any length to impress her or rescue her. Her feelings for him are more guarded but real; she rarely reveals her affection openly, but deeply mourns him when she believes he has died. In contrast, the gunman Daisuke Jigen despises her, viewing her presence as a harbinger of trouble. He is deeply distrustful of her, though he will fight to protect her for Lupin's sake, treating her like an annoying younger sister. The samurai Goemon Ishikawa XIII shares Jigen's distrust but has a more complex history, having briefly had a romance with her. He is known to work independently with Fujiko on occasion, though he remains cautious of her manipulations.

Development-wise, Fujiko remains a static character in Part II, meaning her core nature does not fundamentally change. The series establishes the status quo of her character rather than showing a transformative arc. She reliably serves as the catalyst for many plots, either by getting into trouble that Lupin must solve or by switching sides to create the central conflict of an episode. Later iterations of the franchise would explore her backstory and motivations in greater depth, but in Part II, she is firmly established as the untrustworthy, alluring, and fundamentally independent master thief who can hold her own against the legendary Lupin III.

Fujiko possesses a wide array of notable abilities that make her a formidable criminal in her own right. She is an excellent markswoman, with her signature weapon being a Browning M1910 pistol, which she typically conceals in a holster on her garter. She has also demonstrated superb martial arts skills, capable of incapacitating larger opponents with a single blow. Like her male counterparts, Fujiko is a master of disguise and can flawlessly mimic accents, as well as speak dozens of foreign languages. She is an ace pilot and driver, able to operate virtually any land, sea, or air vehicle, though her personal preference is a Kawasaki motorcycle. Her primary ability, however, is her cunning; she is a brilliant con artist and strategist who is one of the few people capable of regularly outwitting Lupin himself.
