Herba is a major antagonist in the anime Final Fantasy: Unlimited, serving as one of the four Lords of Gaudium, the domain of the series primary villain, Earl Tyrant. She is distinguished by her plant-like physiology, which includes light green skin and a head that resembles a flowering plant or is composed of leaf-like structures. Her attire is typically a pink outfit with a floral motif, and she is rarely seen without a parasol or umbrella she carries with her.

In terms of personality, Herba projects an air of flightiness and amusement, often speaking in a teasing or mocking tone. She has notable habits such as addressing people she likes with the suffix "baby," but this should not be mistaken for genuine affection, as she is also deeply petty and bears grudges fiercely, particularly against those who have embarrassed or defeated her. Beneath her playful exterior lies a cruel and vindictive nature; she demonstrates a distinct lack of empathy, most clearly shown through her treatment of those who annoy her, whom she reserves to be fed to her carnivorous pet plant, Hug-hug.

Herba's motivations are primarily aligned with serving Earl Tyrant, whose favorite she is considered. She carries out his will with enthusiasm, often taking the initiative to confront the protagonists to prove her superiority or simply for her own amusement. Her role in the story is that of a recurring obstacle for the main party of heroes, which includes the twins Yu and Ai Hayakawa, their guardian Lisa Pacifist, and the enigmatic gunman Kaze. She first engages them directly in the town of Fruit, where she uses her minions and laughing spores to torment the group before being forced to retreat by Kaze’s summoning magic.

Key relationships define her place in the narrative. Her loyalty to Earl Tyrant is paramount, and she sits beside him as a personal attendee. Her most significant antagonistic relationship is with Kaze, whom she holds a severe grudge against for her initial defeat. She also has a memorable, if adversarial, connection with the gluttonous creature Poshepocket, whom she attempts to feed to Hug-hug, an act that ultimately backfires. A deeper insight into her cruelty is revealed through her treatment of supporting characters; prior to the main events, she captured the geologists Joe and Mary Hayakawa, the parents of the twin protagonists, and implanted them with a parasitic plant that allowed her to control their minds and force them to serve Earl Tyrant.

In the events of Final Fantasy: Unlimited: After, she is revealed to have survived her apparent defeat and has become Princess Herba. In this new capacity, she acts as an agent of the entity known as Chaos, using her plants to feed and sustain Chaos while awaiting the twins to assume their roles as the Chaos Rulers. She is also revealed to be responsible for the transformation of Lisa Pacifist's lover, Dolk, into one of the Lords of Gaudium. Her arc concludes with her retreating into a realm called Wonderland after manipulating Lisa to open its portal.

Regarding her notable abilities, Herba's powers are intrinsically linked to her plant-based nature. She can create and command swarms of flower-like minions to attack her enemies. She wields a form of plant-based magic, including the ability to release spores that induce uncontrollable laughter in her victims, incapacitating them. Her most infamous method of disposal is using her pet plant, Hug-hug, a large vine or flower creature, to devour her victims. She also demonstrates the ability to implant mind-controlling flora into living beings, as seen with her manipulation of the Hayakawa parents.
