His personality is stern, selfish, and ruthlessly determined to achieve his goals at any cost. His intimidating presence draws comparisons to Dracula. He relies heavily on his military forces, especially his second-in-command Colonel Dracorl, to enforce his rule and crush resistance. As dictator, Gilmore centralizes power and eliminates dissent through harsh measures like public executions of suspected rebels. His regime faces universal opposition, resulting in zero approval due to pervasive fear and oppression. He places greater trust in robotic enforcers than in living troops, reflecting his authoritarian nature. His downfall occurs during his attempted coronation. Papi's defiant speech sparks a massive public rebellion. Gilmore's forces are overwhelmed by the combined might of the Pirikan resistance and Earth allies. Facing defeat, he attempts to flee via the space airport but finds his escape blocked by massive crowds. Cornered by enraged citizens and wounded soldiers, he surrenders and is arrested. His capture ends his tyrannical rule, leading to his imprisonment.
