Description
Jerzy Sandek is a Polish-born officer who holds the rank of Lieutenant in the United Nations 3rd Force, though he formerly served as a Major in the Soviet Army. He is the commanding officer of the Idar Test Flight and serves as the overseer for the Soviet Union's contribution to Project PROMINENCE. Within Soviet circles, Sandek is also known as the officer in charge of the Polnoye Zatmeniye Plan, a secretive and ambitious strategy against the BETA.
Described as a curt, cold, and professional individual, Sandek is a cunning and calculating man who will go to great lengths to achieve his objectives. His personality is marked by a scheming and dark-hearted nature, and he rarely hesitates to employ ruthless or deceptive tactics. Physical features include neatly combed blonde hair and green eyes, and he maintains a lean but muscular build.
Much of Sandek's early life remains unknown, but the earliest known records place him as a MiG-29 pilot on November 10, 1998, when he participated in quelling an insurgency in the Soviet-administered region of Western Alaska. He has trained in both Tactical Surface Fighter combat and special forces infantry operations, and he possesses excellent physical abilities and piloting skills. These abilities allow him to perform effectively in combat situations, as demonstrated by his survival and development of a MiG-29 variant during the Alaska operation.
In the story, Sandek plays the role of a manipulative strategist who advances his own agenda while managing Idar Test Flight. His primary responsibility is the fulfillment of the Polnoye Zatmeniye Plan, and to that end he is assigned the two young esper pilots known as the Scarlet Twins, Inia Sestina and Cryska Barchenowa. In August 2001, he serves as a liaison officer during the deployment to the Kamchatka Peninsula for live-fire exercises, where his decisions contribute to a major BETA incursion and the sacrifice of the 211 Batalon Zhar.

He manipulates the connection between the Scarlet Twins and the protagonist Yuuya Bridges, having noticed the unusual bond between them since the Blue Flag exercises. During the Yukon Base Incident, where the Refugee Liberation Front attacks the base, Sandek successfully influences Lieutenant Takamura Yui to follow his plans, even going so far as to accuse the United States government of orchestrating the entire event. He also has a connection to Soviet special forces, contacting them to help resolve the crisis.
Throughout the Yukon Base Incident, Sandek demonstrates his development as an opportunist who adapts his plans to the chaos. After escaping the initial purge by the RLF, he links up with Cryska Barchenowa and other personnel, eventually taking command of the situation. In a critical move, he allows the Scarlet Twins to fully utilize their Prafka mode to prevent the BETA from activating Red Shift, though this causes the twins to go berserk and attack all targets on the field, including Sandek himself. Surviving this onslaught, he then tricks Yuuya Bridges into confronting the berserk twins by lying about the nature of their condition, betting on their emotional connection to Yuuya to bring them back to sanity. This manipulative gamble ultimately succeeds, and Sandek considers the outcome a victory even though he survives the incident. He is last seen overseeing Inia Sestina's medical treatment following the ordeal.
