Sandaku is a deeply calculating individual with a dark, scheming nature. His military experience is extensive, including a spectacular feat during an anti-insurgency operation in the Soviet zone of Alaska in November 1998, where he operated a MiG-29 Las Tochka and survived the engagement. This history suggests that his rank of lieutenant was not a true reflection of his actual experience and skills. While his exact age is unknown, it is clear he is no novice.

Within the story, Sandaku's role is primarily that of an antagonist with his own hidden agenda. He is heavily involved in monitoring the main characters, particularly Yuuya Bridges, as well as Kriska and Inya, keeping them under surveillance. During the crisis at the Yukon base, where terrorists seize tactical planes and release BETA, Sandaku orders his Idar platoon to evacuate while he attempts to navigate the political and military fallout. He is suspicious of United States involvement in the attack and opposes requesting support from the nearby US military base, believing it would lead to the confiscation of Soviet assets and arrest of Soviet personnel. In the game version, his ruthless nature is even more pronounced, as he personally kills Christopher by breaking his neck during the terrorist incident.

Key relationships reveal his calculating and manipulative side. He engages in verbal battles with Yuuya, notably regarding Kriska, and makes a cryptic statement that the fifth-generation Vyachenova series to which Kriska belongs is itself a trace of Sandaku's own sister. This personal connection to the project is not fully detailed. He also threatens and blackmails other officers, such as Lieutenant Rosmitorov, after a failed operation. When a bomber is lost to an attack, Sandaku warns of the political uproar in the party and sends an assassin to deal with the aftermath.

Development-wise, Sandaku's motivations are ultimately self-serving. At a critical moment, he instructs Spetsnaz forces to use any means necessary to resolve a situation, claiming that failure means the disappearance of the Soviet Union. However, immediately after ending the communication, he murmurs that the Soviet Union does not matter and that he will not forgive anyone who interferes with his plans, revealing his true, selfish ambitions. After the events at the base, he is promoted to captain, though he also faces demotion for allowing Yuuya to escape with Kriska and another test pilot. In the end, he still regards Yuuya as an excellent catalyst for his ongoing schemes.

In terms of abilities, Sandaku is highly capable both mentally and physically. He possesses a sharp, strategic mind for plotting and manipulation. His physical prowess, honed through special forces and officer training, allows him to engage in combat. In the game version, he pilots an F-15E and later a Cherminator, even managing to overwhelm the technologically advanced YF-23 series aircraft for a time. He also demonstrates an exceptional ability to analyze enemy units, as shown when he reads and effectively counters the movements of Yuuya`s Shiranui Phase 3, which greatly exceeds normal specifications.
