Kyōsuke Hyōbu is a central figure in the story of Zettai Karen Children, first appearing as the primary antagonist and later taking the role of protagonist in the spin‑off series The Unlimited – Hyōbu Kyōsuke. To the world, he is the leader of the criminal esper organization P.A.N.D.R.A. and is often called the “worst esper criminal in history.” Despite his youthful appearance as a high school student, he is actually over eighty years old, having been born in the early twentieth century. His longevity is maintained by his own biological control over his telomeres, a power that keeps him in the prime of his youth.

His background is rooted in wartime experience. During World War II, he served in the Japanese Army’s special superpower unit, holding the rank of major—a title that his P.A.N.D.R.A. subordinates still use when addressing him. That period left him deeply scarred: he was betrayed by the very people he trusted, and that betrayal forged his cynical and misanthropic view of normal humans. He sees ordinary people as oppressors and believes that espers must never bow to them. This conviction drives his lifelong mission to liberate espers from persecution, even if he must use violence and criminal methods to achieve it.

Hyōbu’s personality is layered and often contradictory. On the surface, he is calm, strategic, and perpetually amused, wearing a confident smile while outmaneuvering his enemies. He delights in toying with B.A.B.E.L., the government esper management organization, and especially enjoys manipulating its agent Kōichi Minamoto for his own entertainment—for example, using hypnosis to make the three young girls Kaoru, Shiho, and Aoi appear older than they really are. Beneath that playful exterior, however, lies a cold, calculating mind that will stop at nothing to protect his fellow espers. He refers to the members of P.A.N.D.R.A. as his family and demonstrates genuine care and loyalty toward them. He is also capable of great cruelty toward anyone who threatens that family, showing no hesitation in killing enemies.

His motivations are rooted in his past trauma and his vision for a future where espers are free and equal. He views the young esper Kaoru Akashi as his queen and soul mate because she possesses the same uncontrollable, devastating telekinetic power that he once had. He wants her to awaken and stand beside him, often disregarding her actual immaturity and childlike nature. This fixation places him in direct opposition to Minamoto, whom he despises not only as a representative of the normal‑human establishment but also as someone who mirrors the officer who once betrayed him.

Hyōbu is a composite‑ability user, one of the most powerful espers in the world. His abilities include telekinesis, teleportation, advanced hypnosis, and biological self‑manipulation. He can also resist and defy fully powered ESP countermeasure generators, a feat that few others can match. His power is so overwhelming that conventional methods of capture or containment are almost useless against him. He is known to remove his own limiters when necessary, unleashing his full strength.

Throughout the story, Hyōbu’s role evolves from a seemingly pure villain to a more nuanced anti‑hero. In the original series, he is the dark shadow that the three children must confront—a representation of the destructive path that espers can take when driven by anger and revenge. In his own spin‑off, he becomes the protagonist, and his past is explored in greater depth, revealing the pain that shaped him. His development is marked by moments of introspection, especially regarding his relationship with Kaoru and his understanding of what true liberation means.

Key relationships define his arc. With Kaoru, there is an obsessive, almost possessive admiration. With Minamoto, there is bitter enmity rooted in the past. With Momotarou, a fellow esper, he shares a deep mutual distrust of normal humans. Within P.A.N.D.R.A., he is respected and loved as a leader who would sacrifice anything for his people. His complex bond with the elderly esper Fujiko Tsubomi (Reimi) hints at a long shared history that oscillates between rivalry and grudging respect.

In the end, Kyōsuke Hyōbu is a tragic figure whose immense power is matched by profound loneliness. He fights for a world that cannot accept him, using every tool at his disposal—including his own body—to carve out a place for his kind.
