Description
Keel Lorentz is the enigmatic leader of the secret organization SEELE and serves as the chairman of the Human Instrumentality Committee, a body that directly oversees NERV's operations. His origins and true age remain unknown, though early planning documents for the series once suggested an age of 67. Of German heritage, his physical form is a striking fusion of organic and mechanical components; after the Second Impact, most of his body below the neck was replaced with extensive cybernetic implants. He wears a visor over his eyes, although production materials confirm he still possesses human eyes beneath it.

In Evangelion: 1.0 You Are (Not) Alone, Keel Lorentz does not appear as a physical human being. Instead, he is represented as one of several floating, monolithic石碑 inscribed with the number 01, which identifies him as the primary voice of the council. His presence in this film is established in two key scenes. The first occurs immediately following the destruction of the Fourth Angel, where the SEELE monoliths, including Keel's, convene to meet with Gendo Ikari and evaluate the performance of Evangelion Unit-01. The second and more significant appearance takes place at the Tabgha Base on the moon, where Keel speaks directly with Kaworu Nagisa. In this conversation, he confirms that events are unfolding precisely according to the Dead Sea Scrolls, the ancient text that outlines the path to the Human Instrumentality Project.

As the leader of SEELE, Keel Lorenz is the ultimate architect of the secretive Human Instrumentality Project, a plan to forcibly evolve humanity by merging all souls into a single, god-like being. He operates as a puppet master from the shadows, manipulating world governments and the United Nations to fund and protect NERV. While he works in conjunction with Gendo Ikari, the commander of NERV, their relationship is one of mutual convenience and deep-seated distrust. Keel views Gendo as a necessary tool to pilot the project through the battles against the Angels, but he is fully aware that Gendo has his own, potentially conflicting, agenda for Instrumentality. Keel's personality is defined by a cold, calculating, and messianic resolve. He speaks with a measured and authoritative tone, often using the royal "we," which reflects his role as the representative of a collective will rather than an individual dictator. He displays an almost religious devotion to the scenario laid out in the Dead Sea Scrolls, believing that the forced unification of human souls is the only path to salvation and evolution.

Notable abilities are tied more to his authority and the power of the organization he commands than to any physical prowess. His authority as the head of SEELE grants him command over vast resources, advanced technology, and political influence across the globe. The cybernetic nature of his body, while not used in combat, represents his detachment from standard humanity and a key thematic element of the series: the blurring line between human and machine. By the time of the events in Evangelion: 1.0, Keel is no longer a man acting alone but the will of SEELE made manifest, setting the stage for the apocalyptic scenario that he believes will lead to humanity's rebirth.
