Description
Gouzou Kuroshio is the chairman of the Otomo Concern and a central figure in the 2007 anime. He functions as the shadow ruler of Otomo City, wielding immense power over its public institutions, including the mayor and the police chief. His influence also extends to the city's largest religious organization, the White Bell Association, which is financially backed by him and run by his wife, Sara Kuroshio.

Gouzou is a calculating and ruthless individual whose primary motivation is the execution of the Gagou Project, a plan to forcibly evolve the citizens of Otomo City into a new humanity composed of G.R.O. mutants. This project is the culmination of years of secret research derived from a mysterious Skull Man suit uncovered during the construction of the city. His backstory reveals he was the one responsible for the tragic incident at the Kagura residence years prior. After funding Tatsuyuki Kagura's research into the Skull Man suit, Gouzou became convinced that Kagura had grown dangerously obsessed, treating the suit as a religious idol. In response, he ordered his subordinate, Gisuke Haniwa, to burn down the mansion, kill Tatsuyuki, and reclaim the suit. Following the fire, Gouzou adopted the Kagura family's daughter, Maya, raising her as his own.

In the story, Gouzou serves as the primary antagonist, orchestrating events from behind the scenes to ensure the completion of his project. When a real Skull Man emerges to target those mutating into G.R.O., Gouzou seeks to use the situation to his advantage. He orders his assassin, Jin Koichi, to impersonate the Skull Man, committing strategic murders to eliminate obstacles and further his own plans. He maintains key relationships built on control and utility, including with his wife Sara, his illegitimate son Masaki Kumashiro, and his adopted daughter Maya, who serves as the catalyst for the Gagou Project. His grip on power is such that he views everyone, including the mayor and his own family, as assets to be managed or eliminated should they become threats or show signs of weakness.

Throughout the series, Gouzou exhibits little emotional development, remaining steadfast in his goal until the very end. His only notable change is a moment of doubt when the Skull Man confronts him directly, warning him to cancel the Gagou Project. Although he orders the project to be shelved, his wife and son proceed behind his back, leading him to intervene in a final attempt to stop them. Gouzou himself possesses no superhuman abilities. His power is entirely derived from his wealth, authority, and the network of loyalists and research assets at his disposal, including the scientists who created the G.R.O. mutants and the assassin Jin Koichi.
