The Neighborhood Committee Chairperson leads the local community association and is acquainted with Tatsu, a former yakuza member now living a domestic life. When Tatsu and his associate Masa organize a birthday party for the Chairperson, the event draws police attention after officers mistake Tatsu’s delivery of basil for a drug deal. They follow Tatsu and Masa to the cafe where the celebration is held. While the junior officer suspects the gathering is a front for illegal activity, their superior later recognizes Tatsu’s genuine commitment to his new life.
