Kimiko Saitō is a Japanese voice actress and narrator from Nagano Prefecture, born on February 12, 1977. She is affiliated with the talent agency Aoni Production. Before pursuing voice acting, Saitō earned teaching credentials, including a Type 1 elementary school teacher's license and a Type 2 junior high school teacher's license for Japanese. She graduated from the 21st term of the Aoni Juku training school, marking the start of her entertainment career in 2001. Her voice is characterized as low and powerful, which has led her to be frequently cast in roles featuring mature women, antagonists, and characters with a strong presence.

Saitō has built an extensive portfolio across anime, video games, and dubbing. In anime, she is known for a wide range of characters. Some of her most recognized roles include the Shinigami Rem in Death Note, Sister in the Eden of the East series, and Chieko in Princess Jellyfish. She has played numerous characters in the long-running series One Piece, such as Boa Marigold and Catarina Devon.
