Chizuru Naba is student number twenty-one in Mahora Academy's Class 3-A. She possesses brownish hair and brown eyes, with a notable mole situated under her left eye. Her height is recorded as 172 centimeters, and among all the girls in her class, she is known for having the largest bust measurement. She is sensitive to comments about her mature appearance or perceived age, reacting negatively when called "old" despite her youthful status as a high school student.

Her personality is most defined by a gentle, nurturing, and profoundly motherly nature. This trait manifests in her everyday life, as she volunteers her time at the Mahora Day Care Center and aspires to become a nursery school teacher. She possesses exceptional domestic skills, including cooking, and her roommates include Natsumi Murakami and the wealthy Ayaka Yukihiro. Chizuru is motivated by a dislike of loneliness and long-distance relationships, preferring instead to focus on caring for the people around her and maintaining a slow, peaceful life. Chizuru's most significant role in the narrative begins after Golden Week, when she finds and rescues an injured dog by the roadside. This dog is revealed to be Kotaro Inugami, a young half-demon boy searching for the series' protagonist. She decides to care for him and arranges for Kotaro to live in her dormitory by introducing him to Ayaka as Natsumi's younger brother. Her motherly instincts become a driving force when Kotaro is attacked by a powerful demon named Graf Hermann. Displaying surprising and absolute fearlessness, Chizuru confronts the demon directly, even slapping him as he attempts to petrify Kotaro, an act that results in her temporary kidnapping. This event solidifies her role as Kotaro's fierce, adoptive caregiver, a position she holds with a loving yet iron will that inspires genuine terror in the boy, who privately rates her with four hundred points out of pure fear.

Her key relationships are central to her character. Her dynamic with Kotaro evolves from rescuer to something like an adoptive mother, with her nurturing instincts paired with a terrifying authority that he never challenges. She shares a dormitory and a close bond with both Natsumi Murakami and Ayaka Yukihiro. This friendship is deepened by the revelation that Chizuru's own family is as wealthy as Ayaka's, coming from Naba Heavy Industries. Her relationship with the protagonist is also significant, as she later forms a magical contract with him.

Regarding her development and abilities, Chizuru initially stays on the periphery of the main action but becomes more involved as the story progresses. Her background is expanded to show her acting with Ayaka as a driving force in major initiatives, including implementing Project Blue Mars. Her ultimate dream is to become a nursery school teacher, a profession she pursues after the main conflicts are resolved, and she later dotes on the daughters of the Narutaki sisters. Chizuru does possess magical abilities through a Pactio contract she forms, which grants her an artifact. Her artifact is a magical spring onion known as the Negi Scepter (or Negi Sword). When applied to a target, it cures all status ailments but simultaneously forces the target into compliance with her commands, an effect that can be resisted with sufficient willpower. In alternative anime adaptations, her Pactio ability is depicted differently, allowing her to create explosive orbs.
