Description
Carmen 99 is a prominent supporting character in the series. A turning point occurs when she revisits her hometown of Trinolia and reunites with her childhood friend Hayetah and her foster uncle Findley. It is there she discovers that Hayetah has been cultivating a dangerous, mind-altering flower for the Claw. The situation ends in tragedy when Findley takes his own life in atonement for his daughter's actions, setting his house on fire and destroying Carmen's cherished memories of home. This event marks the beginning of her deepening enmity with the Claw's organization.

The most decisive factor that transforms Carmen from a business partner into a committed ally is her personal vendetta against Fasalina, one of the Claw's primary agents. Fasalina serves as Carmen's thematic counterpart and direct rival, and attacks her to steal crucial data. This assault, combined with the destruction of her hometown's peace, drives Carmen to join the main group in their final assault, seeking to settle the debt she feels she owes Fasalina. Throughout this journey, she serves a vital role in the group by securing important jobs, gathering intelligence, and using her connections to find engineers who can decrypt vital data.

Despite lacking a giant armor, which are the standard powered suits in this world, Carmen is a formidable combatant. She is proficient in hand-to-hand combat and wields a unique, mechanized blade yo-yo as her primary weapon, which she uses to strike and disarm opponents from a distance. She also pilots a distinctive airship-like vehicle called the Tander for transportation. Her character undergoes notable development as she struggles with her own reluctance to be emotionally honest, surrounded by more openly expressive companions. In the series' final moments, she overcomes this reserve to confess her feelings to Van, providing closure to her personal arc before she flies away.
