Description
In the anime film "Rockman.EXE: Hikari to Yami no Program", Dr. Regal serves as the primary antagonist, continuing his reign of chaos from previous story arcs. His past is marked by tragedy and manipulation; roughly twenty years before the main events of the series, he and a companion named Ms. Yuri were the sole survivors of a plane crash. In the aftermath, they were rescued by an alien entity named Duo, who selected them as probes to monitor life on Earth. Subsequently, they were adopted by the villainous scientist Dr. Wily, who subjected Regal to intense brainwashing and isolated him on a remote research facility. Before the events of the film, Dr. Regal had been the leader of Nebula, an organization that spread addictive and corrupting Dark Chips. He was thought to have been destroyed following a previous defeat.
Dr. Regal is characterized by a psychotic, megalomaniacal, and dangerously zealous personality. He pursues his objectives with a crazed focus, willingly causing immense suffering and destruction without any apparent guilt or desire for atonement. He is a brilliant scientist, having invented Dark Chips and developed Dimensional Area technology, and is also a skilled deceiver, capable of masquerading as a calm and helpful colleague. His driving motivation is a desire for god-like power and, as he puts it, to bring the world to its knees. He seeks to steal advanced technology and achieve a final, ultimate evolution, believing himself above judgment and viewing all humans, including his enemies, as sinners. His ultimate ambition is to become a god, capable of manipulating space and time.
In the story of the film, after his previous defeat, Dr. Regal did not die but was instead transformed into data and cast into the depths of the Undernet. While there, he discovered the dormant Wily Program and merged with it, becoming a powerful cybernetic monster named Nebula Gray, with Regal acting as its core. As Nebula Gray, he gains the ability to spawn protoplasmic humanoid soldiers but can no longer exist in the real world without a Dimensional Area. He captures the powerful NetNavi Forte and manipulates him into doing his bidding. Regal's primary goal in the movie is to acquire the Tadashi Hikari Program, which, when combined with the Wily Program he has already absorbed, would allow the Spectrum program to function at full power and enable his final evolution. He unleashes the Spectrum phenomenon, which creates pillars of light that can digitize anything they touch, effectively aiming to destroy and invert the real and cyber worlds. He captures Dr. Yuichiro Hikari to extract the program code hidden in his eye, leading to a confrontation with the heroes.
Key relationships define his role. He was the adopted child of Dr. Wily, and though raised by him, Regal harbors his own mad ambitions, separate from his father's plans. Ms. Yuri is his loyal second-in-command and a fellow probe of Duo. His NetNavi is LaserMan, with whom he can perform a Cross Fusion to become LaserMan. In the film, he also has a parasitic relationship with Forte, whom he ensnares and uses as a tool. His primary adversaries are Netto Hikari and his NetNavi, Rockman, who ultimately combine their power to defeat him. Dr. Regal's development across the film shows his transformation from a human mastermind into a monstrous, data-based entity willing to merge with ancient programs to achieve his goals.
His notable abilities stem from his scientific genius and his cybernetic transformation. In his base form, he is a master inventor of dangerous technologies like Dark Chips and Dimensional Converters. After merging with the Wily Program to become Nebula Gray, he gains immense power, including the ability to control the Spectrum program, secrete humanoid soldiers, and create a black hole in a final attempt to destroy his enemies. As Nebula Gray, he becomes a formidable digital entity capable of easily defeating powerful Navis like Rockman and Forte.
