Count Lucifer is the primary antagonist of the second Dragon Ball film, serving as the master of Devil's Castle. His name and regal title evoke the classic fallen angel from Judeo-Christian tradition, but his character design and behavior draw more directly from the archetypal literary vampire.

Lucifer's background portrays him as a powerful demonic being who rules over a baroque castle populated by goblin-like demons and a hunchbacked butler named Igor. He holds the status of a Demon King or Demon God and possesses an ancient, evil lineage. His lair is located in a remote, mountainous region known as the Devil's Hand, a place of clear danger and dark magic. The central object of his power is a massive, legendary jewel known as the Sleeping Princess, which he keeps within his castle.

In terms of personality, Lucifer presents himself with a veneer of charisma and false courtesy, particularly when he first captures Bulma and treats her as a guest. This manipulative behavior is a key trait, as he uses deception to achieve his sinister ends. However, this facade masks a cruel and ambitious nature. His ultimate goal is not merely to rule, but to enact a plan of catastrophic evil: to use the power of the Sleeping Princess jewel, amplified by the light of a full moon, to destroy the sun itself. This act would plunge the world into eternal darkness, allowing him and his demon horde to reign over the Earth.

His role in the story is to serve as the final obstacle for the young heroes, Goku and Krillin. While they seek the Sleeping Princess to prove themselves worthy of training from Master Roshi, Lucifer intends to use the jewel for his apocalyptic scheme. To celebrate the coming darkness, he also requires a human sacrifice, planning to drain Bulma's blood to toast the Sleeping Princess's awakening. This goal highlights a key relationship dynamic: he views humans as either pawns to be manipulated or sustenance to be consumed. His primary conflict is with Goku, whose innocent power and determination ultimately thwart every aspect of his plan.

Count Lucifer undergoes no redemption or significant personality development within the film; he remains a static embodiment of evil. His defeat comes at the climax when his own weapon is turned against him. After Goku transforms into a Great Ape and breaks free from captivity, he confronts Lucifer. The villain attempts to use a powerful laser cannon powered by the Sleeping Princess, but Goku deflects a Kamehameha wave into the machine, causing a massive explosion that destroys the cannon and kills Lucifer along with his castle.

Regarding his notable abilities, Count Lucifer is not a physical powerhouse on par with later Dragon Ball villains, but he possesses several distinct powers tied to his demonic and vampiric nature. He commands a legion of demons and has authority over his castle's traps and minions. He has shown the ability to encase captives in solid rock walls with a wave of his hand. His vampiric traits include a need for blood, which he uses in dark ceremonies, and a vulnerability or preference for avoiding sunlight, as he is seen wearing sunglasses in lit areas. In combat, he can fire a powerful energy attack known as the Blood Bomber, a red energy sphere. In his true, more monstrous form, his fighting capabilities increase, marked by his sunken cheeks, hooked nose, and large fangs, but he is ultimately no match for Goku's full-power Kamehameha.
