Description
Kiyone is a dedicated Galaxy Police officer whose life and career have been defined by her partnership with the bumbling but well-meaning Mihoshi. As a first-class detective who graduated with the second highest marks in her class, Kiyone is exceptionally competent, intelligent, and responsible, possessing great analytical skill and sharp-shooting ability with a GP blaster. She is capable of using all standard Galaxy Police equipment properly and commits herself fully to police work. Despite her talents, her career has stagnated because she is perpetually forced to clean up the messes left by her clumsy partner, a situation that has left her feeling bitter, depressed, and desperate for a promotion that would allow her to transfer away.
In the Tenchi in Tokyo series, Kiyone's personality and design are notably different from her appearance in the previous Tenchi Universe series. Here, she acts more along the lines of a manic-depressive, driven to an extreme degree by her desire for a transfer to Galaxy Police headquarters. Her frustration with being assigned to Earth is much more pronounced, and she is willing to go to great lengths to get her life and career back on track. Another significant change is that this version of Kiyone expresses romantic feelings for Tenchi, believing he would be better off with a law-abiding citizen like herself rather than with the other women in his life. While some ambiguity exists, with this declaration possibly being a tactic to provoke a reaction from Ryoko, the series also ties Kiyone to Tenchi through the red threads of fate, suggesting a genuine, if complicated, connection.
Her primary motivation throughout the story is securing a promotion and leaving Earth, but this goal is challenged as she becomes more entangled in the lives of Tenchi and the others. Her relationship with Mihoshi remains the most central and complex of her life. Though she loudly complains about her partner's incompetence and blames her for every misfortune, Kiyone harbors a hidden fondness for Mihoshi that she rarely expresses openly. Despite her ambitions, she ultimately proves that her loyalty to her friends outweighs her career goals. After a series of events involving the villain Yugi and her servants, Kiyone makes the conscious choice to abandon her chance for a transfer and return to Earth with Mihoshi to help fight, demonstrating significant character development. Her journey takes her from a frustrated officer obsessed with her own advancement to someone who values friendship and is all too happy to resume patrolling the Earth beat alongside her partner. As a police officer, she relies not on superhuman powers but on her intelligence, diligence, and skill with her laser pistol and other GP-issued technology.
