Norikuni Iwata is a supporting character in the manga and anime series Excel Saga. He works as an employee of the Department of City Security, a shadowy municipal agency headed by Kabapu, and is also a member of the Municipal Force Daitenzin, a sentai-style fighting team. Iwata is a brash and self-centered individual who is generally disliked by his neighbors and co-workers, though he is tolerated for his role in the group. He is noisily infatuated with his colleague Misaki Matsuya and with the android Ropponmatsu Unit 1, frequently making inappropriate statements toward women. This behavior, combined with his rivalry with Ropponmatsu Unit 2, often results in him being physically assaulted by others.

Iwata's motivations are driven largely by his romantic and sexual fixations, as well as a competitive streak against the Ropponmatsu units. He shares a strange attachment to his fellow roommate Toru Watanabe, which has led to various theories about the nature of their relationship, though Watanabe himself despises Iwata. In the manga, Iwata undergoes a notable development: in volume eight, he suddenly dies of colon cancer but is promptly resurrected by the inventor Gojo Shioji, who implants his brain into an android replica body. This event does not significantly alter his personality or role. Away from these personal dynamics, Iwata participates in the absurd missions assigned by Kabapu, often contributing to the comedic chaos of the series. He possesses no exceptional abilities beyond his function as a low-level civil servant and sentai team member.
