Description
Chisato Ichijiku is a primary antagonist and the director of the research institute at the center of the story. He is a tall man with white hair and purple eyes, usually dressed in white clothing and maintaining a stoic, emotionless expression. As the director, his work involves the supervision of the witches, the management of a project known as Sorcerian, and the deployment of personnel to recapture or eliminate any witch of A-rank or above who escapes from the facility.

Chisato is a biochemist of genius-level intelligence. His personality is defined by a profound lack of humanity, making him even more ruthless than his subordinates who already show little regard for life. He views the witches, particularly those of B-rank or lower, as worthless failures or insects, and does not hesitate to order their execution when they are deemed useless. His misanthropy is deep-seated; he openly expresses hatred for humanity and dismisses human emotion as illogical and harmful to rational thought. This cold, calculating nature extends to all his relationships, which he sees purely as transactions or tools to be used for his own ends.

The sole exception to this emotional void was his younger sister, Rena. Her death from an illness had a profound impact on Chisato, marking the first time he ever felt loneliness. This loss became the central, obsessive motivation for all his actions. He joined the clandestine research organization specifically to find a way to reverse death and revive his sister. His ultimate goal is to unravel the nature of life itself, a purpose he believes justifies any atrocity, even if it meant sacrificing the lives of all humans on Earth. To this end, he conducted secret experiments, including the extreme act of decapitating his deceased sister and preserving her brain in cryogenic storage, hoping to one day restore her consciousness.

His role in the story is that of the primary human antagonist driving the organization's pursuit of the escaped witches. He becomes personally involved in the conflict, confronting the protagonist and his companions in an effort to secure subjects for his research, particularly the witch Kotori Takatori. Chisato's key relationships are defined by his single-minded goal. He sees Mako Fujisaki, known as Valkyria, as a crucial tool. He saved Mako's life from a fatal radiation experiment at great risk to his own, cutting his lifespan by decades, but he explicitly states he did so not out of compassion but because she was necessary for his plans. While Mako develops a deep, one-sided affection for him, Chisato remains indifferent to her feelings, viewing her as an experiment until the very end. His relationship with Kotori is the most complex; he implanted a parasitic organism called a Grane into her, which he had cultivated in the preserved brain of his sister Rena. He intended for Rena's consciousness to overwrite Kotori's, effectively using the girl as a vessel for his sister's resurrection. The organization's true aim, as revealed by an associate, is to use this process to create a Sorcerian, a being capable of destroying or regenerating all of mankind, essentially achieving a state akin to a god.

Throughout the narrative, Chisato demonstrates no development or change of heart until the very climax of his plan. When the Grane within Kotori begins to hatch, threatening to wipe out all life, she is forced to sacrifice herself. In her dying moments, the personality of Rena emerges, and she pleads with her brother, asking him not to make other people sad anymore. This simple, emotional request finally penetrates Chisato's cold logic. He realizes that his sister had been aware of her identity all along but had hidden it from him, knowing what he had become. Moved by her tearful plea, he experiences a genuine emotional shift for the first time since her death. Shortly after, when enemy agents attack and open fire on Mako, Chisato fulfills his sister's final request by using his own body as a shield, sacrificing his life to save the witch he had previously only valued as a tool. His final words express that he still hates humanity for being driven by illogical emotions, but he chose to act on his sister's wish, demonstrating that he was still capable of a form of empathy.

As a researcher, Chisato possesses no supernatural abilities of his own. His power comes entirely from his immense intellect, his deep understanding of the alien biology used to create witches, and his ruthless, strategic mind. He is shown to be physically capable, easily overpowering multiple opponents in hand-to-hand combat when provoked, but his primary threat lies in his scientific genius and his complete willingness to pursue his goals without ethical restraint.
