Hiroki Tōchi is a Japanese actor, voice actor, and narrator born in Tokyo on May 26, 1966. He is affiliated with the talent agency Office Osawa. Tōchi is a graduate of the Nihon University College of Art, where he studied theater. His career began on the stage, and his initial foray into voice work was primarily focused on narration. His first major role in dubbing was providing the Japanese voice for actor Takeshi Kaneshiro in the film Anna Magdalena. A significant breakthrough in his dubbing career came when he successfully auditioned to voice Will Smith in a television broadcast version of the film Men in Black.

Tōchi has built a prolific career across anime, video games, and foreign language dubbing. In the realm of anime, he is known for a wide array of characters, often portraying mature and authoritative figures. Some of his most recognized roles include Abel Nightroad in Trinity Blood, Baldroy in the Black Butler series, Cross Marian in D.Gray-man, Panther Lily in Fairy Tail, and Tesshin Kataoka in Ace of Diamond. He has also voiced Kūgo Ginjō in Bleach, a role he reprised for the Thousand-Year Blood War arc, and Lasse Aeon in Mobile Suit Gundam 00. In more recent years, his notable performances include Heiter in Frieren: Beyond Journey's End, Raidō Zanzō in Sengoku Youko, Raven Louvent in As a Reincarnated Aristocrat, I'll Use My Appraisal Skill to Rise in the World, and Cyrano in the anime special Monsters: 103 Mercies Dragon Damnation. He also voices Baek Yoonho in Solo Leveling and Maine in Cyberpunk: Edgerunners.

Beyond anime, Tōchi is highly prolific in the field of video games and dubbing for foreign films and television series. He is the regular Japanese dubbing voice for actors such as Wentworth Miller, Sam Worthington, and Will Smith. Notably, he provides the Japanese voice for Nathan Drake in the Uncharted game series and Chris Redfield in the Resident Evil series. Other prominent video game roles include Desmond Miles in the Assassin's Creed series and Cliff Fittir in Star Ocean: Till the End of Time. His work is also well-represented in games by tri-Ace and Level-5.

Throughout his career, Tōchi has been recognized for his contributions to voice acting. He won the Male Character Voice Prize at the 2011 Famitsu Awards. In 2025, his talent was further acknowledged when he received the Best Supporting Voice Actor Award at the 19th Seiyū Awards.
