The situation becomes more complicated when Mikoto Misaka herself arrives, leading to Misaka 10032 playfully clinging to Touma and teasing her genetic template. The commotion attracts the attention of Last Order, but the young clone quickly flees, forcing Misaka 10032 to resume her pursuit. Elsewhere, Hyouka Kazakiri unexpectedly materializes from the Imaginary Number School District and is immediately taken into custody by Anti-Skill forces. Accelerator begins his own search for Last Order in the underground mall, where he crosses paths with Index. After he agrees to buy her a meal, the nun decides to assist him in his search for the missing girl. Last Order independently approaches Touma to thank him for ending the Level 6 Shift experiment and expresses her desire to protect Accelerator, revealing her personal connection to the powerful esper. 20Hound Dog
The episode follows three primary threads. Kihara prepares to destroy the escaping vehicle with a missile launcher, but his assault is interrupted by the arrival of Vento of the Front, whose presence incapacitates his men, forcing him to retreat. Meanwhile, Touma and Last Order, searching for Accelerator, take refuge from pursuing Hound Dog soldiers in a restaurant where all patrons and staff have been rendered unconscious, likely due to Vento's power. Accelerator delivers Index to the hospital and Heaven Canceller, learning from the doctor that Last Order is still alive and that he should prioritize her rescue over hunting Kihara. Acting on his own judgment, Accelerator lures the Hound Dog unit tracking him into a railway factory, systematically eliminating them. Touma and Last Order's hiding place is discovered not by Hound Dog, but by Vento, who reveals Touma is her primary target. Touma defends himself and the unconscious civilians from Vento's attacks using Imagine Breaker, instructing Last Order to flee. Despite this, he forces himself to move through sheer willpower and continues to pursue his opponent. In a separate confrontation, Touma Kamijou fights Vento of the Front, who is being weakened by the Testament device's influence. Hyouka Kazakiri generates snow across the city, which serves to protect the unconscious civilians on the ground. During the clash, Vento reveals her deep-seated hatred for science, stemming from a childhood amusement park accident where a hospital, due to a blood shortage, could only save her and not her younger brother. Touma refutes her justification for her actions and lands a decisive blow, knocking her unconscious. Meanwhile, Index locates the Hound Dogs' headquarters and, with scientific insight from Mikoto Misaka, deduces that Last Order is being used as a vessel to manifest an angel. To counter this, Index sings a specific song intended to sever the magical shackles controlling Last Order. This song resonates with Accelerator, triggering a transformation that allows him to unleash a powerful blast that sends Amata Kihara flying into the sky. In the aftermath, Acqua of the Back, another member of God's Right Seat, appears and returns Vento's cross to Touma, confirming her Divine Retribution spell has been nullified. Acqua warns Touma against fighting him due to his status as a Saint before departing with the defeated Vento.
23Prewar
Following the defeat of Vento of the Front, the episode depicts the immediate aftermath of the attack on Academy City. Index successfully restores Hyouka Kazakiri to her normal state, and Touma Kamijou reassures her that her actions also contributed to protecting the city's residents.
