Description
Hiei is the second ship of the Kongou-class of fast battleships, a naval vessel personified as a young woman. Her character design reflects a modernization of traditional Japanese miko attire, featuring a modified uniform distinguished by a green plaid skirt and thigh boots. Like her sisters, she wears a signature winged hairband. Hiei has short, flipped brown hair and purple eyes. Her combat rigging initially has a spider-like appearance, which undergoes a significant transformation to a ship-like form upon her second remodel, where her hair becomes shorter and the hairband is replaced with hairclips.

Hiei's personality is defined by a fervent and unwavering admiration for her eldest sister, Kongou. She is often portrayed as a fiery and somewhat scatterbrained individual who constantly strives to emulate and earn the approval of her beloved onee-sama. This deep devotion is her most prominent trait, frequently placing her at odds with the Admiral, whom she may view as a rival for her sister's attention, or to whom she remains indifferent for the same reason. Her energetic and earnest nature is punctuated by a tendency to cry out "Hieee!" a playful exclamation that sounds similar to her own name.

A significant and well-known aspect of her character is her notorious culinary skill, specifically her "Hiei Curry." This dish is famously inedible, often depicted as a bizarre, pixelated mess that is either unbearably spicy or simply foul, causing the Admiral to flee for hours to avoid eating it. Her hourly time announcements provide a comedic narrative where she prepares this curry with pride at 7 PM, only to spend the following hours wondering why the Admiral has run away from her.

Her key relationships are overwhelmingly centered on her three sisters. She also has a close historical and operational relationship with her younger sister, Kirishima, as the two often sortied and fought together, notably sinking in close succession during the Guadalcanal campaign. Her Kai Ni remodel notably alters her appearance with a shorter haircut and more efficient rigging, symbolizing a step toward becoming the powerful, modernized battleship she was historically rebuilt as. Her final Kai Ni C remodel, introduced for the game's anniversary, further evolves her design, restoring some length to her hair and integrating even more advanced technology, reflecting a culmination of her potential and a move to a specialized fast battleship role with unique night battle attack capabilities.

Her notable abilities in combat are defined by her statistics and unique equipment. She is a fast battleship, allowing for greater strategic flexibility in fleet routing compared to slower battleships. At her highest remodel, she gains a special night battle attack known as the "Kongou-class Special Attack" or "Night Assault," which she can only perform as flagship alongside one of her sisters, rewarding historical formation with devastating firepower. Her equipment loadout often includes powerful main guns, radar systems, and anti-aircraft shells, and she receives specific combat bonuses when equipped with historically accurate or upgraded 35.6cm cannons. Her aggressive battle start line, "Firing! Just hit!" where she wills her shots to land on target, perfectly encapsulates her eager, forceful, and slightly reckless approach to combat.
