Degart Dixenberg is a human military leader within the unified world government's forces, serving as the General of Sanctuary, a key human stronghold. During the conflict against the Draktors, Dixenberg launches a coup, assassinating and imprisoning other leaders to seize control of the advanced space battleship Ame no Murakumo. As part of this power grab, he takes Margaret—commander of Shelter Ixia—hostage and departs into space aboard the stolen vessel. His objective is to exploit the chaos following humanity's near-extinction, establishing himself as a ruler over the remnants of civilization. Representing human corruption and opportunism, Dixenberg's actions create a secondary conflict for the protagonists beyond the alien invasion. His plot is thwarted when the Ixia crew pursues him aboard the battleship Ixion. During the confrontation, he meets his defeat after the pilots infiltrate the Ame no Murakumo's core and free his mind-controlled subordinate Kojiro, leading to the ship's destruction.
