Description
Mizue Shisui is an inspector assigned to Division 2 of the Public Safety Bureau's Criminal Investigation Department during the events of Psycho-Pass 2. Her parents are both officials working for the Ministry of Welfare, and she was raised in a government-connected household. She is a capable and dutiful officer, but her life changes dramatically when she becomes the target of the criminal Kirito Kamui. In the season’s opening incident, Kamui forces her to use her Dominator to kill her own Enforcer under the influence of a paralytic drug. She is then kidnapped, and Kamui removes one of her eyes before subjecting her to medication and psychological retraining. This process triggers a form of Stockholm syndrome, causing her to become deeply dependent on Kamui and willing to follow his orders. Despite this transformation, her Psycho-Pass remains clear, allowing her to continue using a Dominator without restriction. As Kamui’s partner in crime, she assists him in his plans to expose the flaws in the Sibyl System. Her calm and compliant demeanor masks the trauma she has undergone, and she shows little hesitation in acting against her former colleagues. Her character arc illustrates how the Sibyl System’s surveillance and the pressures of her job can be weaponised by a manipulative adversary, leading an otherwise stable inspector to become an accomplice in criminal acts. She retains the skills of her training, including the ability to operate law enforcement equipment and move through the city undetected, all while maintaining a deceptively serene outward state.
