Description
Kaede Hasuike is a supporting character in the second season of the anime series. He is an Enforcer, a latent criminal who works as a field agent for the Public Safety Bureau's Criminal Investigation Department. At twenty-seven years old, Hasuike initially serves as an Enforcer for Division Two before being transferred to Division One following a major incident. Before his career in law enforcement, he worked as a high school information education teacher, resigning in December 2112 when his Crime Coefficient began to deteriorate. After a period of confinement at a correctional and medical care center, he was assigned as an Enforcer in April 2113.

In terms of appearance, Hasuike is a fit man of average height with light brown eyes and short, light brown hair styled in a crew cut. He wears small earrings in both ears and typically dresses in a black suit with a white shirt and tie, often paired with a blue overcoat for field assignments.

Hasuike presents a personality that is generally fun and friendly. He seems eager and somewhat informal, as seen when he joins Division One and delivers a sarcastic remark about receiving a warm welcome when only one other Enforcer is present in the office. Despite this casual demeanor, he demonstrates responsibility and diligence in his work, carrying out monitoring duties to ensure the Psycho-Pass of hostages does not become unstable. However, this positive nature is counterbalanced by a strong tendency toward recklessness. His actions are driven by immediate instincts, which ultimately leads to his demise.

His primary role in the story is as an Enforcer who provides support in the field. After being transferred into the main cast, he participates in investigations alongside other members. His motivations stem from his position as a latent criminal seeking to find some purpose or redemption through his work, though his specific personal drive remains largely unexplored beyond his professional obligations. His death occurs when he recklessly breaks cover to pursue what he believes is a critical target, a drone, without waiting for support. This action leads to him being ambushed and shot in the leg by an Inspector, Mizue Shisui, using a Dominator set to lethal mode. The wound causes him to bleed out and die from blood loss.

Key relationships are defined by his professional connections. He was a colleague of fellow Enforcer Teppei Sugo in Division Two, and the two appeared to get along well. He also had an existing professional relationship with Inspector Mizue Shisui, as evidenced by his look of shock and disbelief upon recognizing her as an assailant, suggesting he found it hard to reconcile her usually quiet demeanor with her violent actions.

Hasuike does not undergo significant development, as his time with Division One is short. The most notable aspect of his character creation is an authorial intention to portray him with a very unpleasant personality, but this direction was reportedly changed due to the voice actor's passionate performance, resulting in the more affable but reckless character seen in the series. His notable abilities are not extraordinary but are rooted in his past as a teacher and his training as an Enforcer, allowing him to perform standard field duties such as surveillance and analysis.
