Description
Hotokeda is a significant antagonist who appears in the early stages of the story. He is initially introduced as a criminal figure operating within the Tokyo underworld, where he confronts a yakuza boss to demand control over the Kanto region. His ambitions, however, quickly extend far beyond simple gangsterism.

He is a calculating and ruthless individual who sees other esper users primarily as tools to be exploited for his own gain. His primary motivation is power and wealth, as he devises a scheme to hold the entire city of Tokyo for ransom. To achieve this, he uses a young street performer named Minami Azumi, who possesses the ability to control water. Hotokeda forces Minami to use her powers in conjunction with a special ring he has developed, which greatly amplifies her abilities and allows him to manipulate the weather on a massive scale.

In the narrative, Hotokeda serves as an early and direct threat that the protagonists must overcome. His actions force the main characters, Rinka and Kyotaro, into a direct confrontation, highlighting the dangers posed by those who would use their extraordinary powers for destructive purposes. He is shown to lead a group of followers who are also espers, including the antagonist Black Fist, who has become a member of his organization.

His key relationships are largely antagonistic or exploitative. He holds Minami captive, forcing her to generate the massive rainstorms that threaten Tokyo. His plan ultimately puts him in direct opposition to Rinka, Kyotaro, and Minami, who team up to stop him. The defeat of Hotokeda, which involves his captives and the protagonists working together to destroy his power-amplifying ring, marks an important early victory for the main characters and solidifies their alliance.

Hotokeda possesses his own formidable psychic power, which is described as strong psychokinesis, making him a dangerous opponent in direct combat. However, his most notable ability is not his own, but his strategic use of Minami's water-controlling power, amplified by his technological ring, allowing him to generate city-wide weather disasters.
