Description
Chibi Chibi is a mysterious, very young girl who appears in the final arc of the Sailor Moon series. Physically, she appears to be around two years of age, with large blue eyes and dark pink hair often styled into small odango buns. Her personality is that of a cheerful, sweet-natured toddler. She communicates mainly by repeating her own name, Chibi Chibi, or by mimicking the last words of what others say to her, endearing her quickly to those around her. She has a fondness for sweets and a carefree, often oblivious demeanor that contrasts with the deadly serious conflicts happening around her.

The character's background and true nature differ significantly between the anime and the original manga. In the anime adaptation, Chibi Chibi is the physical manifestation of Sailor Galaxia's own Star Seed, also referred to as the Light of Hope. Long ago, Galaxia sealed the evil entity Chaos within her own body. Knowing Chaos would eventually corrupt her, she sent her purified Star Seed away to find a worthy guardian, which eventually landed on Earth and took the form of Chibi Chibi. In the manga, Chibi Chibi is a disguise assumed by Sailor Cosmos, who is the ultimate future form of Sailor Moon from an extremely distant and bleak future where she has been fighting an endless war against Sailor Chaos. She traveled back in time to her own past, taking on the appearance of a small child to approach and influence her younger self.

Throughout the story, Chibi Chibi serves as a beacon of hope. She possesses the ability to transform into her Sailor Senshi form, called Sailor Chibi Chibi Moon. Her sailor uniform resembles a miniature version of the Eternal Sailor Moon outfit, with a blue collar and skirt, red bows centered with a pink heart, and small pink heart-shaped covers on her odango. Her role is largely supportive rather than combative. She does not have her own offensive attacks but instead powers up Sailor Moon, enabling her to perform stronger techniques like the Silver Moon Crystal Power Kiss. She can also teleport the other Sailor Senshi over vast distances, and in the climax of the anime, she transforms herself into the Sword of Sealing for Sailor Moon to use against Sailor Galaxia.

Her key relationships are centered on the protagonist. She arrives at Usagi Tsukino's home in a manner similar to Chibi Usa, using a gentle hypnotic power to convince Usagi's family that she is a new member of the household and Usagi's younger sister. Usagi, who is immune to the hypnosis, is initially confused but soon grows to love and protect her as a little sister. In the anime, Chibi Chibi is also intrinsically linked to Sailor Galaxia, as she is the lost, pure essence that Galaxia sent away, making her the key to Galaxia's potential redemption. In the manga, her relationship is with herself, as she is a future incarnation of Usagi attempting to guide her past self to make a different choice in the final battle.

Chibi Chibi's development is closely tied to the resolution of the final conflict. In the anime, after fulfilling her purpose as the Light of Hope and being shattered as the Sword of Sealing, she disappears. She is later revived and reunited with a purified Sailor Galaxia. She appears one last time to smile at the Sailor Senshi before vanishing into the sky, her task complete. In the manga, Sailor Cosmos, in her Chibi Chibi form, initially argues that the Galaxy Cauldron, the birthplace of all stars and life, should be destroyed to permanently annihilate Chaos. However, after witnessing Sailor Moon's decision to protect the Cauldron and have faith in the cycle of rebirth and hope, she is inspired. She sheds her disguise, reveals her true form as Sailor Cosmos, and returns to her own time renewed with the courage to continue her eternal fight against evil.

Besides teleportation and power enhancement, her notable abilities include the transformation into her Senshi form, which requires her to say the phrase Chibi Chibi Crystal Power, Make Up in the manga. In the anime, her transformation seems to occur spontaneously in moments of great need. As the true form of Sailor Cosmos in the manga, she wields the powerful Cosmos Crystal and is capable of changing her shape, repelling powerful energy blasts, and transferring knowledge and power through physical touch. In the anime, her ultimate ability is to transform not just into a sword, but into a shadowy, adult female figure resembling Sailor Cosmos, representing the full power of the Light of Hope.
