Gongjin Zhou is a recurring antagonist in the anime and light novel series The Irregular at Magic High School. A figure of considerable mystery, he operates primarily from the shadows, orchestrating conflicts and manipulating events across multiple nations to serve his own hidden agenda.

Concerning his background, Gongjin Zhou is originally from Dahan, a nation that was destroyed by the powerful Yotsuba clan and subsequently absorbed into the Great Asian Alliance. As a result, he is forced to work for the Alliance, though he harbors no true loyalty to them. To maintain a public presence and a base of operations, he runs a Chinese restaurant in Yokohama, the basement of which serves as a secret meeting place to plan his schemes.

In terms of personality, Gongjin Zhou is defined by his cunning, manipulative, and pragmatic nature. He is a master manipulator who shows no real allegiance to any person, organization, or country, preferring to act solely for his own benefit. He is calm, calculating, and views others as tools to be used and discarded. Despite maintaining a polite facade, particularly towards his superior, Gu Jie, he secretly holds him in contempt, referring to him as the vengeful spirit of the Great Han. He dismisses conventional identity markers, stating that names and ages are merely labels, a belief that hints at his true, more mysterious nature.

His core motivation is the destruction of the Yotsuba clan, the family responsible for the annihilation of his homeland, Dahan. However, this desire for revenge aligns with a broader, more nihilistic philosophy. Zhou's fundamental goal is to see the power of all nations weakened. He actively works to destabilize countries, hoping to create chaos and distrust that will erode the authority of governments, which he sees as oppressing individuals, particularly magicians. Every major conflict he engineers, such as the Yokohama Incident, is designed to mutually weaken both the Great Asian Alliance and Japan's military strength, thereby advancing his personal vendetta and his larger ideological aim.

Within the story's narrative, Zhou serves as a major behind-the-scenes antagonist. He is the hidden puppet master responsible for instigating or influencing nearly every major crisis. This includes manipulating the Yokohama Incident, stirring up anti-magician sentiment through the media, and cooperating with various terrorist organizations like Blanche and No-Head Dragons. He also acts as an intermediary for spies and illegal parasitic creatures entering Japan. His goal is to foster continuous conflict between Japan and the Great Asian Alliance, causing them to exhaust each other.

His key relationships are entirely transactional and based on mutual exploitation. He is ostensibly a subordinate to Gu Jie, carrying out his orders for a humanist movement that seeks to oppress magicians. However, Zhou's loyalty is non-existent, and he uses Gu Jie's resources for his own purposes. He maintains connections with numerous underworld figures and organizations, including the Great Asian Alliance's Chen Xiangshan and Lu Ganghu, the terrorist groups Blanche and No-Head Dragons, and even has some contact with traditional Japanese magician societies. He also has a noted adversarial relationship with the Yotsuba clan, particularly with Mitsugu Kuroba, whom he injures in a confrontation, and their ultimate weapon, Tatsuya Shiba, who he knows only by his codename Mahesvara.

Over the course of the series, Zhou's character is revealed to be far more than a simple human revolutionary. His most significant development is the revelation that his true identity is not human at all. Instead, he is ultimately revealed to be a spiritual entity of the same nature as the Parasites that appear in the story. This explains his ability to survive for decades, his casual dismissal of his own recorded age, and his capacity to seemingly alter his identity. Regarding his notable abilities, Gongjin Zhou is a formidable and versatile magic user. While his full range of power is not entirely defined, he has demonstrated significant skill in traditional Chinese occult arts, specifically Qimen Dunjia. He is most known for his ability to create and control shadow beasts. This magic combines Eastern talismans with Western magic, using shadows as a medium to summon animal-like supernatural creatures. These beings are difficult to detect with standard sensory methods and are effective tools for spying, assassination, and combat.
