Hiroe Atago is a third-year student at Himematsu High School, where she serves as the president of the mahjong club and is considered the team's ace. She competes in the lieutenant position during team matches, a spot known at Himematsu for being reserved for their most exceptional player. Born on July 18, she has a youthful appearance, standing 155 cm tall with long red hair typically tied in a ponytail and matching red eyes.

In terms of personality, Hiroe is a loud, confident, and often tactless individual. She has little reservation about gloating or calling out opponents, but this behavior is not mean-spirited; rather, it comes from a genuine desire to face strong competition and a brash, straightforward nature. She speaks with a Kansai dialect, which adds to her energetic and sometimes rude demeanor. Despite her outward brashness, she is kind and encouraging to her own teammates, showing strong loyalty and support for them. She also demonstrates a degree of astuteness, as she is capable of understanding and explaining the insecurities and motivations of others, such as her teammate Kyouko Suehara. However, a comment from Hiroe inadvertently helps Hisa realize she had forgotten to enjoy the game, reawakening her true potential. Once Hisa returns to form, Hiroe welcomes the challenge, proving she is a player who thrives on facing strong opponents. Key relationships define much of her background. She is the older sister of Kinue Atago, who also plays for Himematsu, and a cousin of Hiroko Funakubo. They once played together in a mahjong unit during their elementary school days, but the partnership ended in conflict due to an encounter with a powerful player named Nanami Fujishiro. She also has a highly accurate ability to read and anticipate what hands her opponents are building. This allows her to adjust her own strategy on the fly, such as choosing to remain in a concealed wait (damaten) for greater effect or changing her approach based on the perceived skill level of the player across from her.
