Her appearance is marked by long black hair, reddish-purple eyes, and a long scarf that she wears regardless of the season. This scarf is not just an accessory; it was knitted by a close friend, Akina, to comfort her and hide a scar on her neck left from a seal placed on her powers in childhood.

Hime is a dragon yokai who inherited a powerful bloodline. When she was young, her immense yokai power was suppressed and sealed away, a procedure that left the scar on her neck. When she became mayor at the age of nine, the memories of the townspeople regarding her true nature as a yokai were erased. This was done to help her govern Sakurashin from a balanced perspective that understood both humans and yokai. Later, the fact that she is a yokai was revealed, and the townspeople came to accept this truth.

In terms of personality, Hime is strong-willed, positive, and hot-blooded, approaching her duties and challenges with unparalleled fervor. She has a powerful sense of responsibility as mayor and cares deeply for the town and its residents, to the point of sometimes taking reckless actions in their defense. Despite her confident exterior, she is sensitive to criticism and can become easily depressed over her own failures, a trait described as "Tsun-Heko" rather than the more common "Tsundere". She often insists that even close acquaintances call her "Mayor" during official duties. Hime is also a notable big eater, consuming up to six meals a day, and has a passionate love for noodles. She carries a scroll called the "Hime Memo" to record events and important matters, and she has a hobby of creating original idioms.

Her primary motivation is the protection of Sakurashin and the peaceful coexistence of its human and yokai residents. She constantly tries to live up to the legacy of her grandmother, the previous mayor, and worries about being an inadequate inheritor of the position. In the story, she acts as one of the town's primary defenders, charging into danger and putting herself at risk for the people she loves. She is a member of the lacrosse club at school, and though she is not very skilled and struggles with ball games, she enjoys the activity and uses the lacrosse stick as a spear in combat.

Key relationships define her life. She is a childhood friend of Akina Hiizumi, and the scarf he made for her is a constant symbol of their bond. As the mayor, she is seen as both a leader and a granddaughter figure by the town's elderly residents. She works closely with the other members of the Hiizumi Life Counseling Office to resolve supernatural incidents. Over the course of the story, Hime undergoes significant development. She initially had her memories of being a yokai sealed away, but when this truth is revealed, she comes to fully embrace her heritage. With the return of her memories, she was entrusted with the energy of the dragon veins residing in the land of Sakurashin, allowing her to manifest the true dragon spear known as Sakanade.

Hime possesses extraordinary combat abilities that reflect her dragon lineage. She has shown the capacity to easily dodge or deflect bullets fired at close range with her bare hands. She possesses enhanced strength, speed, reflexes, and durability, allowing her to withstand great falls and recover from injuries at an accelerated rate. In battle, she typically wields long objects, most often a lacrosse stick, as a spear. Her signature ability is the Dragon Spear Sakanade, a powerful spear of energy she can manifest when attuned to the dragon pulse of the land.
