Description
Oudo Miyakonojou is a former senior student of Class Thirteen at Hakoniwa Academy and a former member of the Flask Plan's Thirteen Party, where his project name was Create. He serves as the chief antagonist of the Thirteen Party arc, the central conflict of Medaka Box Abnormal. Oudo believes he was born a king and that everyone else exists to serve him, a conviction that shapes nearly every aspect of his behavior. He compares watching the sun rise to the way ordinary people look at themselves in a mirror, reflecting his belief that his own sense of self is the central fact of the world.
His background explains much of this worldview. Between the ages of six and twelve, he lived alone on the streets, having abandoned his parents out of fear that they would react badly when they discovered his Abnormality. During those seven years, with distant support from local police, he devoted himself to mastering his power and preventing it from controlling him, treating that mastery as a test of whether he was worthy to be a king. At the end of that period, he was chosen to address the incoming class of his middle school. Although he intended to encourage the students to live life fully, the first words that left his mouth were a command for them to bow before him. In that moment, he realized that he had never controlled his ability; his ability had controlled him. He spent the next three years in obscurity before enrolling at Hakoniwa Academy, and no one knows what he did during that time.
Within the Flask Plan, he was paired with Maguro Kurokami, who was fascinated by his abilities. After Maguro left the project, Oudo approached Mizou Yukuhashi and ordered him to read Oudo's mind. Because Oudo's own Abnormality canceled out Yukuhashi's, the two became partners, and Yukuhashi remained loyal to him through the Thirteen Party arc. Among his fellow Class Thirteen members, Oudo commands awe and respect. His power is on an entirely different level from theirs, and he is capable of seriously injuring another member of the Thirteen Party with a single strike.

The first is Weighted Words, which allows him to issue kingly commands that others, including machines, cannot resist. This lets him compel obedience, perform brainwashing, crush opponents against the ground, and levitate objects. The second is Unreasonable Taxation, in which he sends electromagnetic waves into a target's heart, reads their frequency, and forcibly steals their abnormal ability. He claims he can then use the stolen power as effectively as its original owner, drawing out one hundred percent of its potential. This ability even allows him to absorb powers that are physiological rather than purely supernatural in nature. However, when he attempts to steal Medaka Kurokami's Abnormality, he encounters something too vast and dark to handle, and the attempt nearly destroys him, proving that his theft has limits.
