His primary motivation stems from a dream to create perfect artificial humans, which led him to initiate the N.E.T. Project. This project ultimately failed when his creations, known as Players, escaped and began causing widespread destruction. Feeling a heavy sense of responsibility for this disaster, Amagi launched Project Z.E.T. in an attempt to correct his mistakes. However, his plans were again thwarted by the betrayal of a man named Kanzaki, after which Amagi became obsessed with retrieving the being known as ZET.
