Description
Kaoru Kunikida serves as the Chief Inspector of the Shibuya branch of Tokki, the regular police force from which the special Tokko division operates. He is a man with black hair and black eyes, typically seen wearing a suit and tie, and his appearance projects a rough, no-nonsense demeanor. This brusque exterior is complemented by a personality that is often blunt and his language can be coarse, traits that have led to suggestions that he may have been involved with the yakuza or lived a life as a gangster in his youth before reforming and joining the police force.

Kunikida's primary motivation stems from a deep-seated hatred for the Tokko division and its secretive nature. This animosity is not born of mere professional rivalry but is fueled by a personal tragedy: his fellow officers were brutally murdered by the demonic Phantoms and the human slaves controlled by the Human Face larvae. He finds it infuriating that the Tokko division operates with such a high level of confidentiality, seemingly keeping vital information from him and his department. This leads him to become insistent on uncovering the true reasons for Tokko's existence and their ultimate agenda, a pursuit he continues even at the risk of losing his job.

Within the story, Kunikida is a superior figure to the main protagonist, Ranmaru Shindo, and his partner Ichiro Hanazono. He is initially shown leading them on investigations into homicide cases linked to supernatural forces. A key point of conflict arises when Ranmaru effectively leaves the regular Tokki division to work directly with the Tokko unit. Kunikida is especially infuriated by this transfer, feeling it as a personal betrayal and further evidence of Tokko's insidious reach.

His relationships with other characters are defined by this central distrust. He works alongside a colleague named Shogo Muramasa, and together they begin to uncover evidence suggesting that the Machida massacre, a pivotal event in the series' backstory, was covered up by Tokko and the Public Security Investigation Agency. This investigation deepens his conviction that Tokko is hiding dangerous truths. Despite his gruff exterior, Kunikida is shown to have a personal life; he appears to have a daughter he calls Ruru, and is also implied to be a womanizer, as seen in a scene where he intrudes on Ranmaru's dinner date.

As the series progresses, Kaoru Kunikida undergoes a notable development in his role. While he begins as a staunch opponent of Tokko, his relentless quest for the truth eventually leads him to a significant turning point. In a critical confrontation, he discovers that his own colleague, Muramasa, is actually an agent of the Public Security Investigation Agency who is working to have the Tokko operatives arrested. Faced with this betrayal and the machinations of a larger conspiracy, Kunikida experiences a change of heart. He actively assists the Tokko agents by helping one of their key members escape from custody, an act of defiance that leads to his own arrest by the PSIA. This action marks his final shift from an adversary to an unlikely ally against the true threats. In terms of abilities, Kunikida is a police officer who relies on conventional methods. He is not shown to possess any supernatural powers like the members of the Tokko division. Instead, he uses standard police-issue firearms and his authority as a chief inspector to conduct his investigations and fight against the Phantom threat on his own terms.
