Description
Kaitou is the head of the Metropolitan Police Department's Special Flying Shoes Congestion Countermeasure Office, an officer tasked with cracking down on Air Trek riders and enforcing the law against them. In this role, he serves as a formidable obstacle for illegal bikers, using rubber bullets and a whip as his primary weapons to apprehend them without hesitation. Kaitou is known for his violent and extreme methods, which include calmly pointing a gun at ordinary citizens, and he displays a pronounced sadistic streak in his approach to law enforcement. Despite his cruelty, he is not a simple villain; his harsh demeanor is later revealed to be the product of a deeply traumatic past, and he has occasionally shown himself to be on the side of the protagonists, such as accepting a character’s departure, taking another under his wing, and lending his strength to the main hero.

Ten years before the main story, at the age of eighteen, Kaitou was the leader of a delinquent team named Yellow Rain. His life changed when he found a heavily injured girl, who was revealed to be Gazelle, a first-generation Gravity Child and a King with exceptional AT skills. Kaitou fell in love with Gazelle, and she began to imitate his speech patterns, and the two developed a deep relationship that led to her pregnancy. However, their happiness was shattered when the Takeuchi Sora brothers attacked them to claim Gazelle's Thorn Regalia. Though she escaped, Gazelle was cornered while fleeing and committed suicide, after which her Regalia was taken. Kaitou survived and later passed the University of Tokyo entrance exam before joining the police force, driven by a desire for revenge against the Takeuchi brothers.

His past is directly tied to the characters Akito and Agito. One day, a child who looked exactly like Gazelle came to him. This child was the son of Kaitou and Gazelle, who had been a near-dead fetus recovered from her body. A doctor revived the fetus and transplanted Gazelle's personality and abilities into its brain. The child was thus not Kaitou's sibling, but his biological son, with the transplanted Gazelle as the first personality, Akito as the second, and Agito as a third personality created to protect Akito. This revelation recontextualizes his obsessive relationship with them and explains why he kept Akito confined. Kaitou's primary motivation throughout the story is his quest for revenge against the Takeuchi brothers, whom he holds responsible for Gazelle's death. His role in the narrative evolves from a seemingly antagonistic police chief into a tragic figure whose past is intrinsically linked to the origins of several key characters and the central conflicts of the series.

Kaitou does not possess any superhuman Air Trek abilities, as he is noted to be an ordinary human rather than a Gravity Child. His notable abilities instead come from his position as a police officer, where he is authorized to use specialized anti-rider equipment. He is proficient with firearms, specifically rubber bullets, and is skilled in the use of a whip to subdue targets. His true strengths lie in his intelligence, having passed the difficult entrance examination for the University of Tokyo, and his ruthless, unwavering determination to enforce his will, often through extreme and violent means, in his personal quest for vengeance.
