Description
Chuei Toutaku serves as the primary antagonist in the first story arc of Ikki Tousen. He is the student council president of Rakuyo High School, the most powerful fighting institution in the Kanto region. His authority is not merely political; he earned it by winning the previous Tournament of Fighters while still only a freshman, a feat that established Rakuyo's dominance over all conflicting high schools. His body is frequently depicted covered in bandages and medical wrappings, which are self-inflicted. He is a noted sadomasochist who derives pleasure from both giving and receiving pain, and his cruelty extends to his personal life, as he maintains a harem of female underlings whom he treats as his personal property.

Chuei Toutaku is the spiritual reincarnation of the tyrannical Chinese warlord Dong Zhuo. In the context of the series, this connection dictates his fate: he is destined to be betrayed and killed by Ryofu Housen, who is the reincarnation of the warrior Lu Bu. His primary motivation is to circumvent this predetermined death. Desperate to change his destiny, he orchestrates elaborate schemes to eliminate both Ryofu Housen and the rising protagonist, Hakufu Sonsaku. He attempts to pit them against each other, believing that if they destroy one another, he can escape the fate that history has written for him.

Throughout the story, Chuei acts as a manipulator, pulling strings from the shadows of his greenhouse. Despite his reputation for violence, he is also portrayed as an accomplished botanist, often found tending to the flower gardens of Rakuyo High School. This setting contrasts sharply with his brutal nature. He is the one who orders the attacks on Hakufu and later manipulates the tournament brackets in an attempt to have her killed. When these plans fail, he uses a specific technique on Hakufu, placing a curse on her shoulder that will slowly kill her unless she complies with his demands. This forces Hakufu into a direct confrontation with Ryofu.

The most significant relationship in Chuei's life is with Ryofu Housen, his bodyguard. He is aware that she is destined to be his executioner, creating a tense dynamic of mutual suspicion and dependence. Ultimately, his efforts to avoid his fate cause it to unfold. After forcing Hakufu and Ryofu to fight, he moves to finish off a fallen Ryofu, believing he has succeeded. However, Ryofu uses a forbidden double-suicide technique to sacrifice herself and kill Chuei simultaneously.

Even in death, Chuei refuses to accept defeat. As he dies, he transfers his will and malign influence into Hakufu, taking control of her body and launching a destructive rampage against her allies. This act represents his final attempt to seize the power of the true dragon, though he is ultimately defeated from within Hakufu. His abilities include superhuman strength befitting a tournament champion, the aforementioned curse technique capable of inflicting a slow death with a touch, and a very high tolerance for physical damage, as evidenced by his constant self-mutilation. He is also skilled enough to strangle the powerful fighter Shimei Ryomou with ease when provoked.
